Job Description:
Versar, Inc. is seeking an Infrastructure Analyst to support the
Secretary of the Air Force for Installations, Environment, and
Energy (SAF/IE). This position will provide analysis and
recommendations for incorporating higher level and outside agency
compliance requirements, as well as subordinate real-world
applications into effective MILCON and FSRM programming policy.
Primary work location is in Washington DC. Responsibilities:
Review, analyze, develop, coordinate, staff, and track "project
approval requests" packages, to include analysis of reasonable
project requirements, execution method and alternatives, and cost
estimates. Packages will include programming documents (e.g. DD
1391s), cost estimates, line drawings, installation and or location
maps, Certificate of Compliance for Critical Planning Actions,
facility board minutes, etc.Under SAF/IEE program management
oversight, develop, draft, coordinate, staff and track
Congressional notification packages related to funds available for
operation and maintenance (e.g. approval packages and notifications
required by 10 USC 2805and 2811, as well as the National Defense
Authorization Act (NDAA) such as Contingency Construction Authority
and Overseas Contingency Operations) while closely collaborating
across Headquarters Air Force.Provide support and analysis in
developing and executing training related to MILCON and FSRM
programming policy.Understand, recommend, and carry out modeling
and analysis opportunities as they may apply to electric power,
water, sewerage, steam, natural gas, and liquid fuels (e.g.
utilities) systems, build and natural infrastructure, and safety
policy, planning, programming, and execution.Analyze project data
and providing reports to satisfy AF (AF), Department of Defense
(DoD), and congressional requirements to include, but not limited
to, reports satisfying the requirements of Title 10 US Code
*2851.Develop, document and coordinate Plans of Action and
Milestones (POA&M) for any effort needed to address MILCON and
FSRM requirements across the Total Force AF installations.
Coordinate with other organizations and agencies to request and
track updates to POA&Ms and milestones.Coordinate, and
collaborate with various SAF/IE and stakeholder action officers to
develop, update, consolidate and distribute slides for the MILCON
and FSRM updates and briefings. Record and draft meeting minutes
for MILCON and FSRM related meetings, summits, and conferences and
track action items to completion. Requirements:Bachelor's Degree in
Engineering, Architecture, or facility-related field. Minimum of 6
years' experience in FSRM and MILCON program management with the
technical ability to analyze processes through modeling and
simulation tools and to employ process improvement reengineering
methodologies and principles support.Foundational knowledge of AF
CE, as well as CE policy knowledge and knowledge of policy rewrite
process.Requires a Secret clearance. Desired Qualifications:3-6
years' experience in civil engineering fields, including an
understanding of Building Codes, Unified Facilities Criteria, and
Military Construction planning and programming.Experience using
Task Management Tool (TMT).Experience with Air Force
correspondence, bullet background papers, and staffing summaries as
noted in the Air Force Tongue and Quill.
