**Immediate Opening** **Secret clearance required to be considered** CSEngineering is looking to add an E3/Frequency Spectrum Analyst to our growing team! This position supports Office of the Deputy Chief of Naval Operations, Information Warfare (OPNAV N2N6).
CLIENT OVERVIEW CSEngineering Employees at the Pentagon support the Deputy Chief of Naval Operations, Information Warfare (DCNO N2/N6) in the areas of facilitation of foreign engagement and security cooperation, strategic thinking, planning, and programming support including data collection and research, analytical support, and executive-level assessment briefings. N2N6F is responsible for leading warfighting integration, interoperability, and assessments aligning science and technology investments to Navy warfighting capabilities and concepts.
JOB RESPONSIBILITIES The E3/Frequency Spectrum Analyst shall provide support to the OPNAV Tactical Networks and Command, Control and Computers (C3) Division (N2N6N) in the area of Systems, Electromagnetic Environmental Effects (E3), and Spectrum Supportability (SS). E3 and SS considerations apply to all platforms, systems, subsystems, facilities, weapons, electric or electronic equipment, networks, sensors, fuels, personnel and ordnance (hereinafter referred to as equipment, systems, personnel, and platforms) developed, procured, acquired, operated and maintained by the Navy including commercial items (CI) and non-developmental items (NDI) across all warfighting domains. Specific duties entail:

  • Provide support to the Government by accomplishing the following: drafting, reviewing, and staffing recommended Navy plans, instructions, data calls, and requirements documents related to Spectrum Supportability Risk Assessments (SSRAs), electromagnetic interference control, electromagnetic pulse survivability, and other current and future systems.
  • Support Navy representation and liaison on matters pertaining to commercial E3 standards integration of Navy and Joint guidance and direction to support development of recommended Navy capability requirements and programming strategies.
  • Provide subject matter support to the Chemical Biological Radiological Nuclear (CBRN) Survivability Oversight Group (CSOG) Nuclear Action Officer Working Group.
  • Provide subject matter support for Navy, Joint, and International forums/working groups relating to E3, spectrum management, and spectrum policy.
  • Support attendance at the Dynamic Spectrum Access Ad-Hoc working group under the MC4EB Frequency Panel.
    REQUIRED QUALIFICATIONS Security Clearance: Secret clearance minimum to start
    • Minimum 5 years overall experience (Active/Guard/Reserve Duty, United States Government (USG) Civilian, or Defense Contractor).
    • Preferred to have a minimum of one year of service at a high-level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, Agency or Intel Community (IC) staff in each of the following areas:
      • Maritime policy, guidance and capabilities associated with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Military Departments / Services, IC, and US Interagency.
      • Commander, Joint Chiefs of Staff Joint Capabilities Integration Development Instructions and Capability Gap Assessment (CGA) processes
      • NC3 and assured communications systems and platforms
      • Beyond Line-of-Sight resilient, disconnected, intermittent, low-bandwidth communication requirements
      • Combatant Command Operation Plans
      • International Partner SATCOM and terrestrial interoperability requirements
      • National Defense Strategy, National Military Strategy, and Nuclear Posture
      • DoD or IC Planning, Programming, Budgeting and Execution (PPBE)
      • United States Navy chain of command structure
      • Must be able to obtain and maintain a Top Secret clearance with SCI
      • Must be a United States Citizen PREFERRED QUALIFICATIONS
        • Bachelor's degree
        • Spectrum and Link 16 familiarity
          • Strong written and verbal communication skills
          • Demonstrated effective team player and analytical skills
          • Analytical, and technical support to achieve electromagnetic spectrum (EMS) among and between ashore electronic/electric systems and/or equipment.
          • Understanding of Maritime and portable beyond line-of-sight and HF/VHF/UHF radios, Multiple Access waveform systems
          • Understanding of Beyond Line-of-Sight Air, Ashore, and Maritime communications architectures, cryptographic equipment and terrestrial networks
