Position Information
The Department of Environmental Services (DES) is seeking a Transit
Service Analyst within the Transit Service Development, Planning,
and Operations section of the Transit Bureau. The Transit Bureau
oversees Capital, Planning, and Operations of the County's Transit
Network. The capital program is responsible for developing new or
improved transit facilities including new Metrorail station
entrances, bus maintenance and operational facilities, transitways
and bus stops. The Service Development, Planning, and Operations
team is responsible for development, planning, scheduling,
delivery, and operations management oversight of the County's local
bus service, Arlington Transit as well as the local paratransit
service, STAR.
The Transit Service Analyst analyzes bus services and tracks
performance measures, concerns, and comments to assist Transit
Service Planners in delivering service plans and recommendations.
This analyst assists in the development of plans for coordinating
the County's transit services into a comprehensive supportive
transportation system for the region and will support efforts in
planning, advancing, and monitoring new bus and paratransit
initiatives; including pilot and demonstration projects and zero
emission fleet technologies performance. In addition, this position
will support activities associated with the implementation of the
Arlington Transit Strategic Plan.
Specific duties include:
* Supports the Transit Bureau in coordination and collaboration
activities with internal County staff, external County-sponsored
agencies, Regional Transit agencies and providers, passengers, and
consultants;
* Prepares maps and information to support bus service plans for
service changes including both temporary and long-term changes;
* Prepares maps and information to support public outreach, as well
as assist with public outreach activities, Transit Service
Development and Delivery initiatives, programs, and projects;
* Maintains transit service files online to ensure that upcoming
and current information is available for service plans, route
descriptions, temporary service plans, and safety reviews;
* Analyzes and prepares supporting documentation to help resolve
concerns and issues raised by Transit Bureau staff and responds to
inquiries made of Transit Bureau staff;
* Performs analysis of ridership data and comments from the public,
operations staff, and field observations to help influence and
support recommendations for improving the efficiency and
effectiveness of bus service, as well as provisions for temporary
bus services;
* Serves as, or substitutes as a project or task coordinator on
applicable projects as assigned; and
* Substitutes for Transit Service Development Planners in their
absence.
The successful candidate will:
* Be knowledgeable about the geographic region for the Washington
Metropolitan area and on bus operations planning and scheduling
practices or other transportation scheduling practices;
* Have strong analytical, problem-solving, communication and
organizational skills;
* Have demonstrated experience using Microsoft Excel for data
analysis, designing data visualizations, and learning new analytic
software;
* Have demonstrated ability to organize priorities, manage workload
and collaborate effectively with colleagues and leaders in both
transit and technical fields, as well as consultants and external
stakeholders.
Selection Criteria
Minimum:
* Bachelor's degree in Transportation, Logistics, Business
Management, Urban Planning, or related field; and
* Two (2) years of experience in urban transit analysis including
service analysis, route planning and scheduling.
Substitution: Additional directly related qualifying experience may
be substituted for the education requirement on a year-for-year
basis.
Desirable: Preference may be given to candidates with a Master's
Degree in related field or experience in one or more of the
following:
* Familiarity with transit planning principals;
* Performing data analysis;
* Using Microsoft Office Suite;
* Developing and delivering presentations; and
* Map making skills using GIS software.
Special Requirements
A pre-employment criminal records check will be conducted, which
may include the following: criminal record, driving record,
education, professional licensure, and credit history. You may be
required to sign a release authorizing the County to obtain your
background information. Final candidates may be asked to provide
certified official transcripts.

Additional Information
Work hours: Monday through Friday, 8:00 a.m. to 5:00 p.m., with
some flexibility.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise
stated in the announcement. The following benefits are
available:
Paid Leave: Vacation leave is earned at the rate of four hours
biweekly. Leave accrual increases every three years until eight
hours of leave are earned biweekly for twelve or more years of
service. Sick leave is earned at the rate of four hours biweekly.
There are eleven paid holidays each year.
Health and Dental Insurance: Three group health insurance plans are
offered - a network open access plan, a point-of-service plan, and
a health maintenance organization. A group dental insurance plan is
also offered. The County pays a significant portion of the premium
for these plans for employees and their dependents. A discount
vision plan is provided for eye care needs.
Life Insurance: A group term policy of basic life insurance is
provided at no cost to employees. The benefit is one times annual
salary. Additional life insurance is available with rates based on
the employee's age and smoker/non-smoker status.
Retirement: The County offers three vehicles to help you prepare
for retirement: a defined benefit plan, a defined contribution plan
(401(a)), and a deferred compensation plan (457). The defined
benefit plan provides a monthly retirement benefit based on your
final average salary and years of service with the County. You
contribute a portion of your salary on a pre-tax basis to this
plan. General employees contribute 4% of pay; uniformed public
safety employees contribute 7.5% of pay. Employees become vested in
the plan at five years of service. The County also contributes to
this plan.
For general employees, the County also contributes 4.2% of pay to a
defined contribution plan (401(a)) . The County also matches your
457 contribution, up to $20 per pay period, in this plan. The 457
deferred compensation plan allows you to set aside money on either
a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual
limit. New employees are automatically enrolled with a pre-tax
contribution equal to 2% of your base pay.
Other Benefits: The County also offers health, dependent care, and
parking flexible spending accounts; long-term care insurance;
tuition assistance; transit and walk/bike to work subsidies; a
college savings plan; wellness programs; training opportunities;
and a variety of other employee benefits.
Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive
paid leave and benefits in proportion to the number of hours worked
per week.
Limited Term Appointments:
Benefits are the same as permanent appointments except that the
employees do not achieve permanent status.
Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are
eligible for health, dental, and basic life insurance as described
above. They are also eligible for vacation, sick leave, and paid
holidays.
Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours
receive sick leave, but do not normally receive other paid leave or
benefits. Exceptions are noted in individual announcements.
