Client and Project Description:

The United States Patent and Trademark Office (USPTO) is a performance-based federal government agency that is funded by the fees charged for filing Patent applications and Trademark registrations and is dedicated to continuing to improve the overall quality of the services it provides. The mission of the USPTO is to administer the laws and regulations related to patents and trademarks in order to promote industrial and technical progress in the United States and thereby strengthening the domestic and global economies. The USPTO carries out its mission by examining patent and trademark applications, issuing patents and registering trademarks, disseminating patent and trademark information to the public and by encouraging a domestic and international climate in which intellectual property can flourish. To continue to be the leader in matters of intellectual property, the USPTO continually strives to strengthen its service delivery and capacity to deliver services by improving patent and trademark quality, reducing pendency times and ensuring that the right people are placed in the right jobs with the right tools to be successful. To support this, the agency employs modeling tools in the Patent and Trademark business units (BUs) that leverage data (for example, filing and pendency data, application backlog, etc.) to predict and optimize workload and staffing levels. Fortunately, the standardized, production-oriented approach to patent and trademark examination, combined with the availability of systems to gather statistical data, makes it fairly straightforward to design and implement predictive modeling tools.

The contractor shall provide business, process, and workforce modeling expertise to assess the staffing structure and skill levels of OCCO's federal and contractor staff. Under the guidance of OCCO Leadership, the contractor shall conduct the assessment and develop a workforce/workload model, working closely with OCCO Division Directors and other critical partners to collect data on the current and future state of staffing, business processes and competencies, while developing and implementing predictive modeling tool(s) and methodologies.
