NCOA, a national voice for every American's right to age well, has an exciting opportunity for a in its Arlington, VA office. Reporting to the Director, Public Policy & Advocacy, the Policy Analyst will provide collaborative leadership and serve as the enterprise-wide expert regarding regulatory and administrative policy development and systems change at the National Council on Aging. Key responsibilities include the following:

  • Lead NCOA's efforts to analyze and comment on regulatory policy and administrative rules and guidance related to vulnerable older adults, especially Medicare and Medicaid benefits
  • Conduct policy analyses and organize comments related to improving access to benefits (particularly regarding low-income assistance programs), Medicare services, social determinants of health and home and community-based services and supports
  • Research and analyze regulatory and administrative policy related to health care access, healthy aging, and addressing disparities, including the preparation of written reports and oral presentations in a variety of settings
  • Review and comment on agency initiatives to determine impact on older adults' access to health care, seeking to increase low-income older adults' participation in benefit programs
  • Serve as liaison, strengthen existing federal relationships with key staff, and pursue new connections to ensure organizational goals around health and economic security are considered, i.e., increasing access to benefits, Medicare services and home and community-based services and supports
  • Proactively and responsively engage in policy development and positive systems change related to health equity and access for vulnerable older Americans with external partners. Partners will include other beneficiary groups, community-based organizations, industry stakeholders, and academic thought leaders
  • Provide subject-matter expertise and education on content for consumers and community partners, practitioners, and policymakers through NCOA websites, newsletters, conference presentations, webinars and other NCOA publications
  • Contribute to the thought leadership strategy in collaboration with the Advocacy & Engagement, Research and Evaluation, our federal Resource Center(s) and Marketing & Communications teams.
  • Assist in writing funding proposals and maintaining relationships with funding partners
  • Contribute to literature that generates and disseminates new knowledge analyzing promising practices and cost-effective strategies for sustainable benefits access and enrollment
  • Perform other duties as required Ideal education & experience should include:
    • Bachelor's degree (Master's or J.D. preferred) with at least 5-10 years of experience in a high-level health care policy-related position
    • Extensive knowledge of Medicare and Medicaid and related federal health policy issues relating to older adults
    • Extensive knowledge of Medicare and Medicaid regulatory and administrative procedures and practices, particularly within the Centers for Medicare and Medicaid Services
      • Experience in relationship development and cultivation with federal officials, health interest groups, and agencies
        • Ability to analyze qualitative and quantitative research on related topics, analyze and format into action plans for the development of services
        • Must possess strong verbal and written communication skills, ability to organize and to function as a cooperative team member
        • Good organizational skills with attention to detail. Ability to prioritize multiple assignments, to achieve timely and thorough completion of assignments
        • Working knowledge of management, financial, program development, research and evaluation skills
        • Skill in identifying problems and recommending solutions
