operations.IDS is seeking a Site Lead to support the partnership of
the U.S. Government and the Kosovo Security Forces (KSF) in
Pristina, Kosovo. The Site Lead shall work in-country and will be
responsible for the management and execution of the requirements of
this program. Job responsibilities include mentoring and assisting
the General Staff, G2, G2 Staff, and any other departments that
require signal intelligence, electronic warfare, imagery
intelligence, and open-source intelligence training and advisement.
-Location: Pristina, Kosovo -Responsibilities:
- Direct MTT Personnel and effectively interface with USG Team
Chief and USG Deputy Team Chief
- Develop a phase-out plan to affect a smooth and orderly
transfer of responsibilities, property, and equipment
- Advise on the strategies for safeguarding SIGINT/EW
approaches
- Identity all training needs both instruction and equipment
- Assist in developing doctrine for signal intelligence &
electronic warfare and proper documentation
- Assist in developing the legal documentation required for
SIGINT/EW
- Help to write and advise on writing the technical
specifications for the specialized equipment and systems that are
required for SIGINT & EW operations
- Develop and implement program of instruction "training course"
for IMINT
- Assist in developing doctrine for imagery intelligence and
proper documentation
- Train on role of IMINT during offensive, defensive, and
stability operations or support of civil authority tasks.
- Develop understanding of the relation of IMINT with other
intelligence disciplines and how these disciplines complement one
another
- Develop management process of collected intelligence
information
- Develop and implement program of instruction "training course"
for OSINT
- Assist in developing doctrine for open source intelligence and
proper documentation
- Train on role of OSINT during offensive, defensive, and
stability operations or support of civil authority tasks
- Develop understanding of the relation of OSINT with other
intelligence disciplines and how these disciplines complement one
another
- Maintain, and be prepared to report, full accountability of
deployed personnel and equipment at all times -Required
Qualifications:
- Active SECRET Security Clearance or higher, and be a U.S.
Citizen
- Bachelor's -degree from an accredited university
- Have at least five (5) years of experience in managing
programs, training, and oversight for projects of a similar size
and scope.
- Possess command of both the written and spoken English language
to properly, clearly, and effectively communicate in person or via
electronic devices (telephone, email, etc.) with co-workers,
customers, and the general public
- Meet all the requirements of the Performance Work Statement
(PWS) at the Post Award Conference (IAW CDRL A005) when submitted
to the COR for review.
- Ability to exercise a high level of deportment not limited to
personal tact, discretion, and diplomacy. Personal, appearance, and
general bearing shall be as such as to reflect do discredit upon
the USG.
- 10+ years of experience in the field of SIGINT/EW, with
intelligence analysis, Geospatial Intelligence (GEOINT), open
source collection, or strategic intelligence analysis in the DoD,
DoD Partners, or Intelligence Community
- 3+ years of experience working directly with senior leaders and
HQ's staff -
- Able to develop and implement intelligence plans and strategies

- Working knowledge of Microsoft Office (Word, Excel, and
PowerPoint) -Preferred Qualifications:
- Knowledgeable in the modern signal intelligence & electronic
warfare doctrine and training, signal intelligence & electronic
warfare equipment
- Knowledge in management of collected information via satellite
and aerial photography, how to exploit and analyze various types of
images, OSINT tools and platforms, public source collection,
production of intelligence reports, along with any other applicable
subject areas
- Capable of conducting effective mentoring and transformation
training and present a professional appearance. -IDS's competitive
