Job Description:
Overview: This position in located in the Analysis Division,
Office of Counterintelligence, Bureau of Diplomatic Security. The
analyst is responsible for producing intelligence and threat
assessments for all diplomatic missions in his/her area of
responsibility for circulation within the Department of State, the
greater U.S. government and the intelligence community. The analyst
collects, reviews, analyzes and evaluates intelligence data to
identify immediate and long-term foreign intelligence threats to
the U.S. government, to assess the human intelligence threat
environment at U.S. diplomatic missions and to develop and monitor
intelligence information relevant to his geographic area of
responsibility. Analysts produce written intelligence threat
reports, briefing papers, memoranda, and other documents as
assigned. Analysts also are responsible for providing defensive
counterintelligence briefings to U.S. Government employees
traveling to U.S. diplomatic missions. Analysts are required to
maintain close communication and liaison with Office and Bureau
colleagues, Regional Security Officers and other appropriate
Department of State personnel, and Intelligence Community
counterparts. Primary Responsibilities:
- Produces human intelligence (HUMINT) threat assessments of
selected posts for the Overseas Security Policy Board's HUMINT and
TECHINT Threat Working Group (HTTWG).
- Is responsible for compiling relevant data, communicating with
post, resolving discrepancies, submitting the assessment on time
and notifying post of results within one week of completion of
threat review. Assessments must be submitted to the Division Chief
for review at least two days prior to submission to the HTTWG.
- Prepares timely analytical products on noteworthy
incidents/topics for dissemination to the Department and
Intelligence Community. Additionally, prepares briefing papers and
other products as assigned and generates and maintains one-page CI
environment summaries of all Missions in his/her region of
responsibility.
- Requests for products are sometimes received on short notice
and analyst is responsible for providing a draft with minimal
errors (three to five errors) to the Division Chief at least one
day prior to due date, if possible.
- Responsible for conducting defensive country specific briefings
for Department and U.S. Government personnel going on either
official or personal travel to designated countries. Offer the

- Maintains regular dialogue with CI Office colleagues and RSOs
in area of responsibility to foster effective and productive
working relationships. Will establish and conduct liaison with
counterparts within the Department of State and other government
agencies in order to fully supplement and exchange information
concerning his/her area of responsibility. Such liaison exchanges
are ad hoc, but should be conducted on a regular basis with
notification of meetings and exchanges provided to the Division
Chief within three to five days
- Participates in Intelligence Community analytical working
groups and other forums applicable to the area of responsibility
- Provides written reports of meetings attended, including any
taskings or requests for assistance, will be provided to the
Division Chief within three to five days of the meeting
- Responds to taskings and requests for information from
Intelligence Community elements and other appropriate entities. All
responses to such data calls must be submitted to the Division
Chief for review at least two days before due date Education and/or
Experience:
- Bachelor's degree at a minimum; graduate degree(s) certainly
beneficial
- 2-3 years of utilizing the theories and principles of
intelligence collection and counterintelligence and related
disciplines in order to analyze and evaluate foreign intelligence
threats and counterintelligence issues
- 2-3 years of experience assessing the relevancy and
implications of intelligence and counterintelligence developments
in a geographic area
- 2-3 years of experience preparing intelligence reports and
delivering briefings on intelligence and counterintelligence issues
- 2-3 years of experience interacting with and maintaining
relationships with members of the intelligence community and other
agencies in order to obtain/exchange information on foreign
intelligence information and issues Knowledge, Skills, and
Abilities:
- Knowledge preferred: familiarity with the State Department,
particularly Bureau of Diplomatic Security, operations and
functions
- Basic computer skills; able to use Word, Excel, Power Point
- Abilities to understand spoken direction, abilities to read
directions, ability to work as a team-player, ability to multi-task
and to communicate orally and in writing Certificates, Licenses,
