advancement.ManTech is seeking a motivated, career and customer
oriented PMO Operations Lead on a Department of State (DOS)
contract providing protective technology services at U.S. embassies
and consulates throughout the world. The PMO Operations Lead will
assist the Program and Deputy Program Manager in leading a team of
mission-delivery staff in achieving project results and report
status regularly to the Program Manager and ManTech Executive
leadership.**Responsibilities include, but are not limited to:**+
Oversee support functions that may include financial management,
subcontractor management, schedule execution, risk management, and
quality control.+ Create procedures and best practices to ensure
operations are executed smoothly, are completed on time and result
in quality deliverables.+ Develop, implement, and govern program
management processes, dashboards, templates, policies, and
metrics.+ Coordinate project deliverables with Program/Deputy
Program Manager, Program Leads, Managers, Analysts, and support
contractors in both a direct and indirect reporting structure.+
Provide Senior Executive Leaders with the information needed to
assess and implement best management practices to define project
priorities, implementation opportunities, challenges, and project
risk.+ Lead process improvement efforts according to stakeholders
priorities. Facilitate working groups to identify cross-functional
challenges and opportunities; establish and recommend best
practices as appropriate.+ Identify, analyze, and implement
business process improvement on the program that includes
conducting root cause analysis, gap analysis and process mapping.+
Demonstrate the ability to achieve and exceed program schedule,
technical, quality, and customer satisfaction objectives.+ Conduct
regular program staff meetings to control program plan; perform
weekly and monthly status report as well as Quarterly Program
Reviews for the customer and upper management.+ Collaborate with
customers to identify current tasking and to develop program
objectives.+ Demonstrate the ability to communicate with all levels
of the organization and cultivate a strong team environment+
Negotiate and create task execution plans.+ Develop project plan
and schedule.+ Prioritize, assign, and track scheduled tasks.+ Act
as a backup to the Program/Deputy Program Manager as needed.+ MS
Project and other tools may be required for the successful
performance of duties.+ Provide lead technical assistance to the
proposal development process.+ Deliver innovative solutions and
efficient processes/procedures that reduce program operating
expenses, mitigate risk, and increase annual revenue.+ Responsible
for supporting all activities concerning the program that may
include: selection, hiring, firing and retention of personnel;
scheduling and managing of labor, travel and other direct costs;
communicating with the Executive Director, Program Manager(s), and
respective Team Leads on issues that pertain to management
objectives, employee morale, program decisions, and program related
matters.+ Build partnership relationship with the customers and
subcontractors.+ Make and meet the teams commitments to the
customers.+ Execute within the programs budget and
objectives**Basic Qualifications:**+ Bachelors Degree.+ Five to
seven years of related project management experience.+ Proven
ability to work cross functionally on complex technical projects.+
Previous experience supporting the Department of State.+ Strong
verbal and written communication skills, organizational, problem
solving, and interpersonal skills are highly desired.+ Overall
project scheduling/coordination experience- Microsoft Office Suite
Fluency.+ Must be capable of planning, coordinating, and directing
the activities of program staff, program control, and technical
personnel involved in providing services in fulfillment of the
contract.+ Must be capable of managing and controlling schedules
and cost to provide on time, within budget, performance of all
aspects of the contractual effort.+ Must be capable of providing
direction for operations and ensuring compliance with all
management policies, plans, and procedures.+ The PMO Operations
Lead must at all times be a role model to subordinate employees, be
a workforce motivator, and be a provider of constructive
criticism.**Preferred Qualifications:**+ Knowledge of basic
operations of military tactical and commercial communication
systems, electronic counter measures (ECM) systems, commercial
armor vehicles platforms and personnel tracking and locating (PTL)
systems.**Security Clearance Requirements:**+ Must have a current
Secret security clearance.**Travel Requirements:**+ May be required
to travel OCONUS to facilities in critical threat locations around
the world with austere living conditions.+ Domestic travel may be
required for training and program coordination.**Physical
Requirements:**+ Mainly works in an indoor office environment- uses
a computer and other office equipment and moves about to access
file cabinets, office machinery, etc.+ Communicates with
co-workers, management and customers, which may involve delivering
presentations. Must be able to exchange accurate information in
these situations.For all positions requiring access to
technology/software source code that is subject to export control
