Job Description:
Grant Thornton is seeking a Manager to join its Advanced Digital
Technology and Analytics (ADTA) practice and take an active role in
engagement execution, project management and key business
development activities.Grant Thornton's Public Sector helps
executives and managers at all levels of government maximize
performance and efficiency in the face of ever tightening budgets
and increased demand for services. Our public sector team members
find solutions that help government leaders with issues including
acquisitions, financial management, human capital, information
technology and performance management in federal, state, local and
international governments.ESSENTIAL DUTIES:Support project planning
effortsLead efforts to architect, document, and validate the data
pipeline design.As part of this effort, you will (1) identify and
analyze source systems and necessary data integrations, (2)
identify data and ingestion characteristics (e.g., source, volume,
format, velocity, schedule), (3) develop a data dictionary for data
that must be extracted, transformed and loaded, (4) define
source-to-target data maps, (5) define backlog features for needed
data transformations, (6) confirm non-functional requirements
(NFRs), such as availability, scalability, security, and
performance, that must be supported by the architecture, (7) design
and confirm the proposed architecture and incorporate changes
required to support non-functional requirements, and (8) define the
solution's concept of operations by describing data ingest,
orchestration, transformation, and consumption journeys and cloud
service offering configurations.Lead efforts to perform a
Preliminary Design Review (PDR) with the Bank and use PDR feedback
to finalize the high-level design of data pipeline. To secure
approval for the high-level design, you shall perform a Final
Design Review (FDR), incorporating client feedback, as needed.The
data pipeline will be part of a High Value Asset (HVA) that is
rated as a FISMA "High Impact" system. For this reason, you will
lead efforts to design and architect the System using an AWS
GovCloud infrastructure that employs cloud service offerings (CSO)
that are FedRAMP authorized at the "High" Impact Level.Support
efforts to make certain design and architecture deliverables comply
with FISMA "High Impact" compliance level requirements and support
HVA Control Overlays (Version 2.0).Support efforts to work with the
client to identify security risks and conduct a cyber security
review of the data pipeline architecture. You will help provide
architecture recommendations for mitigating identified security
vulnerabilities based on their experience applying industry best
practices and the standards endorsed by the client.Support efforts
to identify key security controls and security counter measures
that are needed to reduce risk and comply with the client's
security policies. Through these efforts, you shall lead efforts to
architect a solution that is Secure By Design.Secondary
Responsibilities:You will lead efforts to produce plan, design, and
architecture deliverables that provide details required to support
planning, implementation, and deployment of a data pipeline that
ready for production use. Working with a team, you will help
deliver the following:--- Data Dictionary, Entity Relationship
Diagram--- Data Source-to-Target Mapping--- Product Backlog Data
Transformation Features--- Non-Functional Requirements---
Architecture Diagrams and Descriptions--- High-Level Solution
Design Document--- PDR and FRD Materials--- Concept of Operations
Briefing--- Project Implementation Release Plan--- Implementation
and Cloud Consumption Cost EstimateQUALIFICATIONS: Bachelor's
Degree required from an accredited college or university in a
related field.
- Ability to obtain and maintain certain job-related
certifications if no job-related advanced degrees.
- Experience with Data Analysis, Business Analysis, Data
Visualization, Requirements Elicitation, Statistical Analysis,
Business Intelligence.
- Proficiencies in Reporting Analysis and Strategy Development,
Data Collection, Analysis and Interpretation, Report and Dashboard
Development, Database Modeling and Design, Database Systems
Assessment.
- U.S. citizenship may be required. Ability to work in the United
States indefinitely required.
- Ability to obtain and maintain certain job-related
certifications if no job-related advanced degrees.
- Travel may be required.
- Coach and mentor junior staff members.
- Ability to work overtime required on occasion.
- Ability to sit in an office environment for long periods of
time.
- Ability to obtain and maintain a security clearance.
- Ability to communicate clearly in writing and verbally.
- Ability to obtain and maintain firm independence and abide by
firm ethics requirements.
- Meet or exceed continuing professional education (CPE)
