Summary:

Yorktown Systems Group is seeking a qualified Communications Advisor to support the Foreign Service Institute. The Communications Advisor will be a member of FSI's Office of Public Affairs, led by FSI's Director of Public Affairs. The incumbent will also work collaboratively across FSI and with relevant Communities of Practice within the Department of State including those related to Public Diplomacy and Legislative Affairs.

FSI requires services of seasoned mid-level expert(s) with a minimum of seven years' experience plus a BS/BA in a field related to communications or international affairs. Relevant experience should include work in communications, government relations, public affairs, legislative affairs, event planning and organization, program management, content creation and marketing, press and media relations, social media and digital diplomacy. S/he will act as a seasoned communications advisor and trusted consultant to others across the institute and play an integral role in the drafting and implementation of the institute-wide public affairs strategy. The incumbent will also be the chief specialist responsible for the legislative affairs portfolio, to include maintaining a close working relationship with the Bureau of Legislative Affairs, development and implementation of a Congressional Relations and Engagement Strategy, management and oversight of Congressional related taskings and inquiries. The Public Affairs team seeks to improve engagement with FSI's customers and stakeholders and create partnerships that will ultimately improve the foreign affairs training FSI delivers. Internally, the specialist implements strategies to communicate with staff, students, and Department stakeholders to promote awareness of institutional developments and accomplishments. Externally, the specialist creates content and organizes briefings, visits and other engagement opportunities to showcase important developments at FSI, educate stakeholders, attract recognition and support partnerships that will improve our training. The incumbent should be able to develop, without extensive supervisory input, engaging content to attract and retain engagement and to improve FSI's offline and online presence and brand awareness. Specific duties may include, but are not limited to:

  • Serve as the FSI's Legislative Affairs liaison, responding to Congressional taskings, coordinating institute-level responses on sensitive issues with various FSI components, other bureaus and the Bureau of Legislative Affairs; creating and implementing a proactive Congressional engagement strategy for the institute and ensuring proper knowledge management and processes related to FSI's Congressional relations
  • Serve as the chief project manager for complex multi-faceted projects requiring multiple layers of planning, program and event coordination with internal and external partners as well as vendors.
  • Draft to a high standard and quality and with minimal input complex, nuanced memos for senior-level consumption
  • Coach school outreach liaisons on effective and coherent approaches to strategic communications that align with FSI's vision and the Department of State's mission. Review school related communication products with an eye to their alignment with FSI public affairs and branding standards.
  • Create communication products, materials and digital content that tells FSI's story and advances brand coherence and reach (including but not limited to newsletters, targeted emails, event announcements, images, short videos, website content and social media posts).
  • Foster collaborative relationships with Outreach Liaisons, Division Directors, Course Coordinators and other staff across FSI in order to ensure proper public affairs functioning and produce content for distribution on internal and outwardly facing communication platforms
  • Provide back-up support to the Director of Public Affairs in the realm of press relations, event planning and program management
  • Provide support to the digital and social media specialist in the development and deployment of digital content
  • Champion adoption of FSI's recent rebranding and style guidelines with colleagues throughout the institute
  • Organize campaigns, initiatives and events in conjunction with the Public Affairs Director, Social Media Specialist and other staff
  • Assess, evaluate and iterate changes to FSI processes, work flows and systems to address evolving communication needs. Participates in outreach program reviews, evaluation and strategic planning to ensure quality, relevance, and effectiveness of approaches. Benchmark with industry leaders where appropriate.
  • Facilitate tasking and response to press and public affairs related inquiries
  • Support other outreach and communication projects and VIP visits

    Required Qualifications:
    • A minimum of 7 years experience working in communications, government or a related field.
    • A Bachelor's Degree in a related field.
    • Excellent written and spoken command of the English language.
    • Active Secret security clearance.
    • Proven track record managing complex and multi-faceted projects and initiatives that required coordination with multiple internal and external partners across an extended period of time
    • Experience managing project budgets.
    • Ability to work independently as well as part of a team, prioritize, and competently manage a variety of activities with multiple deadlines.
    • High level of experience and comfort producing written and visual products that inform, educate and drive action to deadline
    • Excellent oral and written communication skills. Copyediting skills with design skills a plus.
    • Strong interpersonal skills and a track record of building and maintaining contacts
    • Ability to interact effectively in multicultural settings
    • Experience coordinating and motivating cross-functional colleagues
    • Demonstrated experience with project management
    • Demonstrated experience producing content for web and social media platforms
    • Knowledge of design, user experience and design thinking and experience applying these approaches to communications and outreach
    • Hands on experience evaluating public affairs activities utilizing Google Analytics and other data analysis tools and metrics
    • Experience operating in a government setting
