Job Summary and Description:

Summary:  The Director, Government Business Practices and Compliance reports to the Sr. Vice President, Finance / Chief Financial Officer providing strategic direction and oversight of the Institute’s U.S. federal and state and international government business.  Reporting to the Director are leaders of Government Business Capture, Proposal Development, Government Contract Administration and Government Finance.  The Director is responsible for the end-to-end processes and successful outcomes within the subject area.

Duties and Responsibilities

  • Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operational procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement
  • Implements and maintains a rigorous and disciplined process for managing the end-to-end process of business capture; decision to bid; subcontractor due diligence; proposal and budget development; contract negotiation and administration; financial and contract compliance; contract close-out
  • Develops and utilizes subrecipient/sub-awardee score cards, performs root cause analysis and issue resolution, and develops and monitors performance improvement plans.
  • Implements industry best-practice processes where appropriate
  • Identifies, quantifies and reports out on risks in the pending and active contracts, grants and cooperative agreements.
  • Provides business oversight to the contract lifecycle management processes in the Institute’s ERP and CRM systems
  • Manages the skills and competency development of the government business practices staff by creating talent roadmaps to ensure that needed competencies are being developed.
  • Collaborates with the Sales and External and Government Relations functions of the Institute to grow the sales funnel and funding from government sources


Bachelor’s degree in business, finance, operations, or a related area and a Master’s degree or Law Degree preferred.  

Knowledge and Skills

  • Broad knowledge of the energy industry.  Electric Utility experience a plus.
  • Demonstrated strong decision-making with bias for taking action and driving for results 
  • Strong leadership skills and emotional intelligence
  • Knowledge of contract law
  • Strong working knowledge of the FAR/CAS/DFARS/NIST, agency supplements
  • Experience with requirements of state and federal awards, cooperative agreements and contracts
  • Strong team building skills to lead cross-functional process improvement teams and change initiatives within EPRI
  • Creative problem-solver, independent thinker, strategic mindset
  • Excellent written and verbal communication skills
  • Ability to drive agreed upon but unpopular change initiatives
  • In-depth knowledge of pertinent best practices, and the ability to stay current with industry developments
  • Strong understanding of standard contractual terms and conditions to mitigate legal risk
  • Eligibility for US Security Clearance required; active Top Secret clearance desired
  • Proficient in the data mining and reporting capabilities of CRM and ERP systems
  • Proficient in the use of Microsoft Office suite of products

Additional Job Information:

Experience:   10 – 15 years of senior management experience in the Government business and compliance functions.
