Job Description:

LinQuest is seeking a highly qualified Communications Engineer/PPB Analyst to support the DoD CIO Resources and Analysis Directorate. The R&A Directorate is the focal point within the DoD CIO and DoD's overall IT-communications community for Planning, Programming & Budget and for the DoD CIO's oversight of the Execution phase of the overall PPBE process.

The R&A Directorate takes the lead in addressing congressional, administration and management matters. They also provide the staff expertise to enable the DoD CIO to provide its congressionally-mandated oversight of component budget submissions in the areas of IT, cyber and command, control and communications (C3) and the execution of resulting appropriations.

As a LinQuest team member, you will participate in challenging and essential policy, technical and programmatic support for all aspects of the C4 portfolio. You will interact with subject matter experts within the DoD CIO and and from across the rest of DoD in working groups, studies, review boards and other senior level forums.

Duties and Responsibilities

  • Provide military IT, cyber, C3 and communications system expertise and PPB analytic findings to assist the DoD CIO RA leadership in recognizing areas in which programmed investment may not be consistent with overall DoD strategic guidance and established programmatic goals
  • Understand current tactical IT, cyber, C3 and communications capability gaps and requirements as identified by other elements of the DoD CIO; be able to recognize and investigate potential capability gaps while reviewing PPB submissions
  • Reviews and analyzes program budget material, documents and artifacts to determine their accuracy, sufficiency and consistency with existing capabilities and emergent technology trends
  • Analyzes IT, cyber, C3 and communications program & system programming and budgetary data, assumptions and projections, compares with existing obligations and expenditures, identifying possible inconsistences; presents findings to R&A leadership
  • Conducts special budget analysis projects/studies combining knowledge of existing IT, cyber, C3 and communications capabilities and engineering understanding of emergent new capabilities to develop recommendations on the realism of component planning, programming and budget submissions; reviews component execution for consistency with approved appropriations and approved program execution plans.
  • Access and use/apply DoD financial tools and software to collect data
  • Document current IT, cyber, C3 and communications capability gaps and requirements; identify potential capability alternatives to resolve mission shortfalls
  • Analyze proposed budget reductions, synthesizing impact on IT, cyber, C3 and communications capabilities and preparing justification for continuation of funding or alternative proposals
  • Provide support and analysis for DoD CIO representatives preparing for various reviews and meetings
  • Assists-often providing primary technical expertise-in identifying programmatic budget shortfalls and preparing appropriate Issue Papers to remedy identified shortfalls
  • Participate in weekly meetings and prepare reports and briefings for senior level DoD CIO leaders, up through the DoD CIO her/himself

Required Skills

  • Understanding of fundamental IT, Cyber, C3 and communications principles and techniques
  • Ability to explain complex IT, Cyber, C3 and communications technologies and functional disconnects or incompatibilities in clear, simple ways to enable the rapid orientation of senior leaders to new issues
  • Experience with the DoD PPBE process, preferably in all phases but essential to be experienced in and comfortable with the Planning, Programming and Budgeting phases
  • Understanding of and experience with the Federal Executive Branch-Congressional budgetary process and enduring cyclic nature of this process
  • Working knowledge and experience with DoD policies and processes
  • Ability to work in a highly dynamic environment
  • Experience in working with large data sets, determining how to analyze them, conducting the analysis and presenting the analytic results in a compelling, comprehensible manner
  • Self-starter who needs little supervision in handling an IT portfolio for review, analysis and product delivery of specific programs, DOD agencies & components (all activities; e.g., ad-hoc training, guidance, recommendations and product production) and policy and guidance development and process.
  • Excellent verbal and writing skills
  • Ability to work both independently and in a working group setting

Required Experience

  • Bachelor's Degree or related work experience in a technical area
  • Master's degree or 6 years of related work experience in a technical area
  • 5 or more years of experience with the developing, validating (testing) and/or sustaining IT, Cyber, C3 and communications systems in an operational (e.g., the systems are evaluated from a real-world user perspective) environment
  • 5 or more years of experience with the DoD's PPBE System, with experience in the PPB portions of the system more important
  • Conversant with contemporary and emerging technologies and frameworks which are applicable to It, Cyber, C3 and communications; (e.g., Cloud, 5G, Cyber, RMF)

Preferred Experience and Skills

  • Master's degree
  • Experience with OSD or military department policy development and coordination
  • Experience with DoD IT, Cyber, C3 and/or communications engineering or operations
  • Understanding of Enterprise-level (or long-term, System-of System) Architectures
  • Assisting OSD, Joint Staff, military service headquarters or Combatant Command senior-level leaders in providing oversight & coordination of development and acquisition activities
  • Strong MS office skills - familiarity with application of MS Excel Pivots
