Title: Portfolio Manager, Engineering Scientist III

Clearance: Top Secret (SCI eligibility)

The F-35 Lightning II Program (also known as the F-35 JPO) is a joint, multi-national program and is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems among the USAF, USN, USMC, and U.S. (United States) allies composed of seven cooperative international partners: the United Kingdom, Italy, Netherlands, Canada, Australia, Denmark, Norway and Security Cooperative Participant (SCP), Israel, Korea, Belgium, Poland, Singapore, and Japan. The program's objective is to develop and deploy the F-35 Air System (AS), a three (3) variant family of highly common and affordable 5th Generation strike fighter aircraft that meets the operational needs of the USAF, USN, USMC, and cooperative partner international services. The F-35 Program carries the status of a Major Command (MAJCOM) and is a Secretary of Defense (SecDef) directed program. It is a DoD Acquisition Category (ACAT) 1D program, thus the Defense Acquisition Executive (DAE) is the Milestone Decision Authority (MDA).

Overview / Job Responsibilities:

This position assists the F-35 Lightning II Program in identifying and researching nascent science and technology initiatives that could provide future benefits to the F-35 Program from a capability and cost perspective. Perspective candidates should possess familiarity with Department of Defense advanced research processes and how they transcend into the acquisition process. They will also work in collaboration with other analysts in support of the F-35 Science and Technology Integrated Process Team. Ideal candidates will have familiarity with the roles and missions of the Defense Advanced Research Projects Agency (DARPA), the Air Force Research Laboratory (AFRL), and the Office of Naval Research (ONR).

Minimum Qualifications:

  • B.S. Degree in Engineering or Science. At least 6 years of experience in engineering or technical field. TOP SECRET Clearance with eligibility for SAR.

Desired Qualifications:

  • Familiarity with DoD Acquisition S&T processes and requirements development Demonstrated ability to think, plan and work at a tactical level. Demonstrated experience in U.S. DoD Program acquisition and management processes. Working understanding of program management processes such as contracting, source selections, technical readiness assessments, return on investment calculations, and transition planning. Ability to communicate effectively both orally and in writing.
