Knowesis is currently seeking a DoD Legislative Analyst in support of the Office of the Under Secretary of Defense for Personnel and Readiness, Office of Force Resiliency (OFR), Office for Diversity, Equity, and Inclusion (ODEI) in the DoD Pentagon, Arlington, VA. DoD OFR key focuses include Suicide Prevention, Drug Demand Reduction, and Sexual Assault Prevention. DoD ODEI seeks expertise to support Military Equal Opportunity (MEO), Equal Employment Opportunity (EEO), Diversity and Inclusion (D&I), Disability policy development, compliance support, strategic planning, research, and analytics. The ODEI Diversity and Inclusion Program is designed to ensure DoD achieves greater strategic advantages against adversaries by leveraging the diversity (thought, ability, background, competencies, and skills) and leadership of all personnel. This position provides legislative analysis and legal technical support to advise the OFR senior executives and their superiors of the policy and programmatic impact of proposed or enacted legislation to Diversity and Inclusion (D&I).

This position requires a SECRET clearance and requires U.S. Citizenship (applicants without proof of US citizenship will not be considered due to the position's security clearance requirement)

Specific Duties and responsibilities include but are not limited to:

* DoD OFR seeks expertise to support Drafts summaries of OFR, ODEI, Suicide Prevention, Drug Demand Reduction, and Sexual Assault Prevention) related legislative provisions or other directive languages in the annual National Defense Authorization Act (NDAA), Defense Appropriations Act, and other legislation, and their accompanying committee or conference reports and annexes. * Collect, review, assess, and disseminate congressional information, correspondence, and other documentation within the DoD and among required Executive Branch elements. * Support the receipt, distribution, development, coordination, and tracking of reports, correspondence, Questions for the Record (QFRs), requests for information (RFIs), and activities responding to Congress. * Support senior executives' preparations for congressional hearings, Member and staff meetings, staff reviews and briefings, travel, Government Accountability Office audits, and other congressional activities, including scheduling, escorting within and between government facilities, and other routine logistics. * Utilize expert knowledge of the processes, standards, and services related to congressional activities to provide assessments and evaluations of systems and processes, advice, guidance, and training, and make suitable and feasible recommendations for improvements. * Support effective coordination and communication among the Defense Agencies regarding congressional matters related to systems, programs, architectures, issues, and initiatives, including representing OUSD (P&R) Congressional Activities in intra- and interagency engagements that do not require inherently governmental representation. * Draft OFR and Administration comments and/or appeals concerning legislation originating within the OUSD, the OFR and D&I community, other elements of the Executive Branch, and Congress. * Conduct continuous evaluations and assessments of all business policies and processes and make recommendations to improve D&I and OFR workforce topics related to congressional activities. Continuously assesses, manages the execution, and recommends improvements to the congressional correspondence coordination process within OUSD(P&R), and the defense components, and with the Office of the Assistant Secretary of Defense for Legislative Affairs (ASD-LA). * Manage congressional tasking throughout OFR on behalf of the Director, Congressional Activities, in coordination with OUSD(P&R) Executive Secretary, and, as necessary, with SECDEF Executive Secretary and ASD-LA; and * Monitor and analyze key Congressional or legislative affairs and the Congressional Authorization and Appropriations process, the DoD legislative process, including program objective memorandum (POM) preparation.

Experience and Skills

Skills & Qualifications:

* 3-5 years of Federal legislative and public affairs consulting support * 3-5 years of experience with Congressional or legislative affairs and the Congressional Authorization and Appropriations process, the DoD legislative process, including program objective memorandum (POM) preparation related to Force Resiliency, Diversity and Inclusion (D&I), EEO, Military Equal Opportunity (MEO), and Disability programs * Processes, standards, and services related to congressional activities to provide assessments and evaluations of systems and processes, advice, guidance, and training, and to make suitable and feasible recommendations for improvements. * Experience in coordination and communication with Defense, Joint Staff, or Combatant Command staff regarding congressional matters * Experience with regular direct client interactions and working around senior DoD and Congressional staff and officials for support of critical topics as well as delivering presentations, leading client meetings, and working independently in a problem-solving environment. * Proficiency in Microsoft Windows, MS Project, MS Office, and Excel.

Preferred Qualifications: Experience with the DoD or on a congressional Member's personal staff or congressional committee, preferably one of DoD s oversight committees

Education: A Bachelor s degree that is in Political Science, Public Policy, Public Administration, Business Administration, International Relations, Public Affairs, or other government policy or budgetary disciplines is preferred. A Master s degree from an accredited university in Political Science, Public Policy, Public Administration, Business Administration, International Relations, Public Affairs, or other government policy or budgetary disciplines is highly preferred.

Location: Pentagon, Arlington, VA. This position requires on-site work for all or a portion of the work to be performed. The successful candidate will reside in the local area or relocate within 15 days of the start date. No relocation is authorized.
