Chemonics seeks a Family planning, reproductive health/ Maternal and child health Procurement Specialist for the USAID Global Health Supply Chain Program- Procurement and Supply Management (GHSC-PSM) project located in Arlington, VA. GHSC-PSM's Population and Reproductive Health activity strengthens supply chains to ensure that key reproductive health commodities are available for safe and reliable family planning. The Maternal, Newborn, and Child Health work strengthens supply chains and health systems to support reliable availability of key health commodities. This helps ensure mothers and children have essential supplies when and where they are needed.The Procurement Specialist receives requisition orders (ROs) from country offices and other clients, ensures contract, obtains sign off from clients on finalized ROs, receives restocking requests from the Plan team, ensures compliance for procurement and supplier contracts. The Procurement Specialist is also responsible for completing the necessary sourcing events (including drafting and issuing RFXs, confirming products specifications, completing procurement requirements evaluation, and drafting the subcontracts for execution with vendors). The Procurement Specialist will create purchase orders (POs) and inbound orders (IOs) and coordinate with suppliers, GHSC-QA team, and Deliver/Return team to ensure proper shipment of orders. In coordination with the strategic sourcing, market dynamics, and supplier relation management teams, the Procurement Specialist will actively participate in the management of assigned commodity categories while supporting allocation and fulfillment strategies in coordination with the Plan team. We are looking for individuals who have a passion for making a difference in the lives of people around the world!GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures actively and provides health commodities for countries receiving U.S. government foreign assistance. The project also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President's Emergency Plan for AIDS Relief, the U.S. President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program.Responsibilities include: Obtain country office and/or USAID mission approval for Requisition Orders Together with the Forecast and Plan team, determine whether requested products can be procured by internal distribution order (DO), supplier purchase order, or whether competitive sourcing is required Organize Source Selection Evaluation Board (SSEB) for each sourcing project Create RFXs (RFIs, RFPs, RFQs) leveraging evaluation criteria to gather requirements, determine evaluation criteria weighting, and develop technical questions Conduct eRFX (RFI, RFP, RFQ) events using ARTMIS e-sourcing platform Monitor the tender submission process for formatting, completeness, consistency, and compliance Evaluate RFX responses leveraging standardized scoring methodologies Make supplier award recommendations to supervisors Ensure the completeness and accuracy of contracts, including monitoring all related liabilities and third-party contracts Assist in the management of data related to the tendering process Support the operationalization of the sourcing, allocation, and fulfillment strategies Provide proactive and courteous customer service communication in both verbal and written formats Follow up on inquiries in a timely fashion Continuously work to improve and broaden health commodity product knowledge Liaise with the GHSC-QA team to ensure that requested health products meet appropriate quality standards and are in line with the (USAID) guidelines Liaise with Deliver/Return (Freight Team) to ensure all proper waivers and documentation are prepared to pick up and ship goods to destination Stay abreast of and communicates any changes in contractual requirements Actively participate in community-wide FP/RH forum representing GHSC-PSM or liaise with other international procurers regarding state of supply Perform other duties and responsibilities as requiredQualifications: Minimum 3 years of procurement, supply chain, maternal and child health, reproductive health and/or technically relevant work experience preferred Bachelor's degree or equivalent work experience Understanding of USAID and other Federal Acquisition Rules preferred CIPS, CPSM, or other relevant procurement certification preferred Technical product knowledge of one or more GHSC-PSM product areas preferred Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings Experience living or working in developing countries preferred Strong knowledge of MS Office applications Ability to work both independently and as part of a team Demonstrated integrity, versatility, and leadership Fluency in English requiredApplication Instructions:Apply through our Career Center at April 14th 2021.
