Title: Support Service Specialist

Location: Arlington, VA

Clearance Level: None (may require SECRET clearance eligibility)

Summary/Description: The Support Service Specialist provides planning, coordination, and comprehensive support services in most of the following areas: office furnishings, expendable supplies, and services; property management and accountability; space management; telecommunications; building management; mail operations; the recycling program; liaison with the building services vendor and their facility staff and in other areas as assigned.

Typical duties include:

  • Business/Facility Management: Liaises with the building owner and management company and provided engineering and maintenance contractors on issues regarding the HVAC, ventilation, space renovation, and operation and maintenance. Ensures adequate level and quality of services are provided that support FSI's atypical (not traditional office) programs.
  • Telecommunications: Coordinates and arranges with staff for all telephone-related services, as well as other communications digital senders and data-FAX services. Maintains a working relationship with government and commercial telephone company staff.
  • Property Management: Oversees the property management program for property and equipment as directed by the Accountable Property Officer. Individual also oversees current annex records of non-expendable property, assists with reconciling discrepancies, processes disposal actions, assists with conducting inventories, routes necessary paperwork such as transfer documents and property removal documents to the Accountable Property Officer at the main campus for necessary approval signatures.
  • Security Management & Safety: Liaises with Diplomatic Security and/or the on-site DS guard force concerning security issues, ensuring that management is aware and complies with the Department's security regulations. Reports alleged security violations to the General Services Division Director who is also the Bureau Unit Security Officer.
  • Space Management: Coordinates office moves, including the preparation of plans for the layout of personal property, and the integration of telecommunications, computer, and/or audio-visual requirements. Oversees the movers. Works with staff and contractors on the use of modular workstations and furniture that ensures optimum space utilization and efficiency.
  • Miscellaneous: Provides technical assistance of the operations of mail services, liaises with the Bureau of Administration regarding shuttle bus service, handles staff and student issues. Provides assistance to instructors and students in instances where programs utilize activities as a real-life, hands-on training exercise. Provides support to special events sponsored by the Institute. Performs work to arrange the provision of services such as catering; rental of chairs, tables, tents, risers, etc.; additional security officers; additional contract labor support; and other logistical support.

Required Skills and Qualifications:

  • U.S. Citizenship.
  • Fluency in the English Language.
  • 3 years of relevant experience.
  • Superior organization skills with a high level of attention to detail.
  • Excellent verbal and written communication skills.
  • The ability to interact effectively in a multicultural setting.
  • Excellent customer service skills.
  • Ability to follow technical direction; work independently and as part of a team.
  • The ability to effectively utilize Microsoft Office business applications software sufficient to meet the needs of their specific position (e.g. Microsoft Outlook, Excel, Teams, PowerPoint, SharePoint).
  • A broad knowledge of administrative management concepts and practices sufficient to allow the incumbent to actively implement the Institute's general services program, provide advice and guidance to the full range of Institute employees, and training to staff members.
  • A knowledge of laws, regulations, policies and precedents covering building and facility management, general services work sufficient to implement changes in policies,
  • A knowledge of property management regulations and procedures in order to ensure the proper utilization and accountability of Institute property.
  • A knowledge of Departmental, federal and local safety/security laws, regulations and building codes in order to implement, monitor, improve, test, and determine corrective actions regarding the safety and security of all persons occupying and visiting.
  • Ability to communicate well in writing to prepare memoranda, reports, e-mails and other written materials.
  • Ability to communicate well orally to provide advice to Institute managers and employees, give recommendations, conduct project presentations.
  • Good negotiating skills are required for the incumbent to achieve Institute goals in interactions with other bureaus, offices and organizations.

Preferred Skills and Qualifications:

  • Work experience in an educational or training institute.
  • Skills or experience relevant to the particular training division that the contractor is being proposed to support (e.g. foreign language skills in SLS or regional experience in SPAS/AS).

Education and Certifications:

  • High School Diploma Required, relevant Associates or Bachelor's degree preferred.
