Job Description:

Chemonics seeks a Family planning, reproductive health/ Maternal and child health Procurement Specialist for the USAID Global Health Supply Chain Program- Procurement and Supply Management (GHSC-PSM) project located in Arlington, VA. GHSC-PSM's Population and Reproductive Health activity strengthens supply chains to ensure that key reproductive health commodities are available for safe and reliable family planning. The Maternal, Newborn, and Child Health work strengthens supply chains and health systems to support reliable availability of key health commodities. This helps ensure mothers and children have essential supplies when and where they are needed.The ProcurementSpecialistreceives requisition orders (ROs) from country offices and other clients, ensures contract, obtains sign off from clients on finalized ROs, receives restocking requests from the Plan team, ensures compliance for procurement and supplier contracts. The ProcurementSpecialist is also responsible for completing the necessary sourcing events (including drafting and issuing RFXs, confirming products specifications, completing procurement requirements evaluation, and drafting the subcontracts for execution with vendors). The Procurement Specialist will create purchase orders (POs) and inbound orders (IOs)and coordinate with suppliers, GHSC-QA team, and Deliver/Return team to ensure proper shipment of orders. In coordination with the strategic sourcing, market dynamics, and supplier relation management teams, the Procurement Specialist will actively participate in the management of assigned commodity categories while supporting allocation and fulfillment strategies in coordination with the Plan team. The project also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President's Emergency Plan for AIDS Relief, the U.S. President's Malaria Initiative, USAID's family planning and reproductive health program, and USAID's maternal and child health program.Responsibilitiesinclude:Obtain country office and/or USAID mission approval for Requisition OrdersTogether with the Forecast and Plan team, determine whether requested products can be procured by internal distribution order (DO), supplier purchase order, or whether competitive sourcing is requiredOrganize Source Selection Evaluation Board (SSEB) for each sourcing projectCreate RFXs (RFIs, RFPs, RFQs) leveraging evaluation criteria to gather requirements, determine evaluation criteria weighting, and develop technical questionsConduct eRFX (RFI, RFP, RFQ) events using ARTMIS e-sourcing platformMonitor the tender submission process for formatting, completeness, consistency, and complianceEvaluate RFX responses leveraging standardized scoring methodologiesMake supplier award recommendations to supervisorsEnsure the completeness and accuracy of contracts, including monitoring all related liabilities and third-party contractsAssist in the management of data related to the tendering processSupport the operationalization of the sourcing, allocation, and fulfillment strategiesProvide proactive and courteous customer service communication in both verbal and written formatsFollow up on inquiries in a timely fashionContinuously work to improve and broaden health commodity product knowledgeLiaise with the GHSC-QA team to ensure that requested health products meet appropriate quality standards and are in line with the (USAID) guidelinesLiaise with Deliver/Return (Freight Team) to ensure all proper waivers and documentation are prepared to pick up and ship goods to destinationStay abreast of and communicates any changes in contractual requirementsActively participate in community-wide FP/RH forum representing GHSC-PSM or liaise with other international procurers regarding state of supplyPerform other duties and responsibilities as requiredQualifications:Minimum 3 years of procurement, supply chain, maternal and child health, reproductive health and/or technically relevant work experience preferredBachelor's degree or equivalent work experienceUnderstanding of USAID and other Federal Acquisition Rules preferredCIPS, CPSM, or other relevant procurement certification preferredTechnical product knowledge of one or more GHSC-PSM product areas preferredDemonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetingsExperience living or working in developing countries preferredStrong knowledge of MS Office applicationsAbility to work both independently and as part of a teamDemonstrated integrity, versatility, and leadershipFluency in English requiredApplication Instructions:Apply through our Career Center at by April 21st 2021.
