Location: Arlington, Virginia (Onsite)POSITION SUMMARY The Lead
Administrative Litigation Specialist provides direction, advice,
guidance, and support on the process and procedures in accordance
with the Standard Operating Procedures (SOPs). Under the
supervision of the Project Manager, the Lead Administrative
Litigation Support: ESSENTIAL FUNCTIONS Leads are the first point
of contact for their team's government representative regarding
routine contract employee requirements (e.g., Leave, work
schedules, tasking, etc.). Receives reports for adjudication and
records cases in the appropriate computer databases, utilizing the
defense information system for security (DISS), and the specific
DOHA web-based case tracking system. Reads and analyzes reports for
adjudication to determine whether the scope of investigation meets
specific DOHA investigative standards; prepares memoranda of
findings and correspondence in accordance with DOHA processes, and
makes appropriate entries into databases, utilizing JPAS and the
specific DOHA web-based case tracking system. Responds verbally or
in writing, as appropriate, with detailed information and
understanding of DOHA case procedures, to written correspondence,
email, and telephonic inquiries concerning the status of cases.
Ensure all responses are in accordance with security and privacy
requirements. Must be familiar with and have the ability to utilize
DoD directive 5220.6, defense industrial personnel security
clearance review program. Conducts distribution runs within and
outside the agency. Internal distribution runs entail picking up
cases from the department counsel and delivering the cases to
either the appeal board or the hearing office. The distribution
runs also include picking up outgoing mail and distributing
incoming mail to the appropriate divisions within the agency. The
external distribution runs also include but are not limited to
picking up and dropping off cases at the department of defense
consolidated adjudications facility (CAF), the navy personal
security appeals board (PSAB), force PSAB, WHS correspondence
analysis branch (CAB), defense intelligence agency (DIA), the
pentagon and other agencies when required. Prepares, copies, and
mails notice of hearings, orders, decisions, travel arrangements,
and correspondence, and performs other administrative/clerical
functions using DOHA-specific processes and procedures. Prepares
case files for file retention utilizing DOHA-established processes
and procedures. Prepares other administrative documents as may be
required, in response to time-sensitive inquiries. JOB
SPECIFICATIONS/QUALIFICATIONS Bachelor's Degree in business
management or related field; may substitute seven (7) years of
relevant experience with an associate degree or nine (9) years of
relevant experience with no degree. Minimum of 5 years of relevant
experience in providing administrative litigation support services;
relevant experience is defined as directly working with personnel
security administrative litigation process under DoD Directive
5220.6 and other applicable security clearance regulations. Must be
proficient in using Microsoft Office Suite including Word, Excel,
Outlook, PowerPoint, and Adobe.Experience using the Defense
Information System for Security (DISS). Ability to apply
fundamental concepts, processes, practices, and procedures on
technical assignments. Knowledge of Section 508 compliance when
reviewing decisions for publication.Must possess and maintain an
active Top Secret security clearance. Other Requirements Language
Ability: Ability to read and interpret standard documents such as
safety rules, operating and maintenance instructions, and procedure
manuals. Ability to write routine reports, and correspondence, and
speak effectively before groups, customers, or employees of the
organization. Math Ability: Ability to add, subtract, multiply, and
divide into all units of measure, using whole numbers, common
fractions, and decimals. Ability to compute rates, ratios, and
percent and to draw and interpret information. Reasoning Ability:
Ability to collect data, define problems, establish facts, and draw
valid conclusions. Ability to interpret an extensive variety of
instructions dealing with several abstract and concrete variables.
Computer Skills: To perform this job successfully, an individual
should have knowledge of MS Word, Excel, and Access. Must also have
access and expertise in using SharePoint. Work Environment: Work is
performed in a production-driven office environment. The noise
level in the work environment is usually low. Physical Demands: The
work is primarily sedentary. The position requires occasional
lifting of boxes weighing up to 50 lbs. The individual will have
regular visual contact with a computer monitor. The physical
