Job Description Scope The mission of the Drug Enforcement
Administration (DEA) is to enforce the controlled substances laws
and regulations of the United States and bring to the criminal and
civil justice systems of the United States, or any other competent
jurisdiction, those organizations and principal members of
organizations involved in the growing, manufacture, or distribution
of controlled substances appearing in or destined for illicit
traffic in the United States; and to recommend and support
non-enforcement programs aimed at reducing the availability of
illicit controlled substances on the domestic and international
markets. DEA has a significant requirement for analyzing large
volumes of data as it enforces the controlled substances laws and
regulations of the United States. In carrying out its mission, DEA
requires sophisticated and specialized data analytics support and
tools to load, organize, assimilate, and summarize large amounts of
data and information related to major investigations and other
targets actively pursued by DEA. The wide range of data analytics
services required by DEA include, but are not limited to, data
analysis support, data sources and data collection, data displays
and dashboards, and data standardization and data quality. Data
Analytics Engineer (PowerBi Developer) The powerbase Developer will
develop scheduled or real-time data import and scrape from multiple
data sources to include Centers for Disease Control and Prevention,
DEA's Automation of Reports and Consolidated Orders System, U.S.
Customs and Border Protection, National Forensic Laboratory
Information System, U.S. Census Bureau, Poison Control, and other
open data sources to ingest, extract, and centralize into visual
dashboards that meet the mission. The Power BI Developer will
review and provide input on solution architecture and guide
decisions on most efficient data collection and transformation.
Duties & Responsibilities Data Analysis Support You will
demonstrate the value of advanced analytic capabilities applied to
DEA data. You will conduct analytics that identify systems and
capabilities available to DEA and how they would enhance the
agency's current data analysis efforts. You shall have knowledge of
advanced coding and the ability to write and execute custom queries
against DEA systems and databases to identify patterns or trends.
You will also develop and integrate new means of comparing and
analyzing the various datasets, both structured and unstructured,
to ensure that connections and associations are quickly and
accurately identified. Further, development and implementation of
new techniques, tools, queries, and processes should be thoroughly
tested and documented for flexibility as data sets evolve. You
shall have the flexibility to pivot from one project to another and
the ability to work with a variety of data sources. You shall also
have the capacity to perform research and development. Contract
personnel may be tasked with developing innovative analytical
techniques. Below summarizes an overview of expected activities
(note, this is not an inclusive list and are only examples): Work
closely with government employees and other contract personnel to
review and analyze data, results, and findings. Collaborate on a
daily basis to better focus analytic resources, tailor analysis to
operational needs, and make useful recommendations to improve
operations. Recommend actions to help DEA further mature its
analytic capabilities. Design, develop, and assist with
implementation of tools, techniques, processes, and queries that
provide the capability to analyze multiple feeds of data
simultaneously and produce results quickly for analysis. The goal
being to efficiently and effectively analyze large sets of data in
a reasonable amount of time. Analyze data using data-centric,
objective algorithms based on risk factors harvested from the field
to help generate targets. Develop Quick Reference Guides and style
guides. Data Sources and Data Collection You shall work on data
packaging to bring together separate but related datasets from
within DEA and, as appropriate, complimentary external data
sources. You shall assess the current applications, analytics,
product line, and data sources, making recommendations to the
Government for enhancing the analytic effort based on open-source
information and participation in intra- and inter-government
working groups DEA data sets can be found on open-source platforms.
They will also be explained through work products like the National
Drug Threat Assessments and through press releases like the recent
"One Pill Can Kill" campaign. More specific data sets will be
provided after award as an exhibit to our requirement. Below
summarizes an overview of expected activities (note, this is not an
inclusive list and are only examples): Conduct analysis to
determine what data exist and what data are necessary to further
DEA's analytical capabilities. Identify additional under-exploited
uses of internal datasets, as well as bring in additional relevant
external data to augment existing conventional sources with
approval and guidance from DEA. Fuse open source, public record,
commercial, and social media data with law enforcement data.
Evaluate and create techniques and tools to ensure appropriate
analysis of all DEA data sets in support of investigations and
operations. Data Displays and Dashboards You shall develop summary
reports and detailed reports of findings in written form and in
graphical format to illustrate trends, outliers, and linkages using
graphs, tables, and charts. You shall also work with DEA staff to
develop data reports that productionize the data analytics produced
during this contract. These reports must be user friendly. All
reporting shall be validated for accuracy and sourcing and you
shall provide explainable documentation for all reports as
requested by DEA personnel. Below summarizes an overview of

only examples): Provide visual interpretations of data, to include
geographic and pattern of life analysis of applicable data.
Visualize large, disparate data sets. Develop data visualization
dashboards. Data Standardization and Data Quality You shall develop
automated processes to receive, standardize, conduct quality
assurance, and ensure appropriate loading of large sets of raw data
from multiple sources into DEA systems and databases. The tools and
technology used to meet these requirements should meet industry
standards, be based on agile development, and be adaptable to
changing requirements. You shall analyze data for accuracy,
authenticity, expectancy, timeliness, relevancy, intelligence gaps,
and viability. Below summarizes an overview of expected activities

Participate in daily agile stand-up meetings. Review, analyze, and
validate large data sets ensuring data quality. Provide analysis of
data to identify discrepancies and mitigate any issues within the
data. Perform entity resolution by leveraging data from third party
providers to enhance DEA's ability to remove duplicates and provide
accurate data analysis. Resolve data problems, communicating issues
back to investigators. Develop and follow testing and quality
assurance procedures. Requirements Must Possess a Minimum of a
