- The incumbent serves as the Positioning, Navigation, and Timing
(PNT) Planner in Networks, Services, and Strategy Branch, IC4
Department, Headquarters, US Marine Corps. The incumbent's expert
knowledge of Joint and MAGTF PNT architectures will ensure the
development, integration employment of positioning, navigation, and
timing solutions in the Marine Corps. In this capacity, the
incumbent initiates and oversees the development or interpretation
of departmental policy, implementation of strategies, programs, and
processes to pursue and achieve the planning and delivery of
Satellite services throughout the agency. The incumbent will advise
the Director, IC4 and serve as the Marine Corps interface as well
as the Director, IC4 representative in various capability
development, governance, policy making, and advisory forums
associated with the Department-wide PNT Enterprisethus ensuring
Marine Corps equities are represented in present and future
positioning, navigation, and timing capability development with
regards to tactical positioning, navigation, and timing. This
includes (but is not limited to) forums associated with the Joint
Capabilities Integration and Development System (JCIDS), and Air
Force Space Command's Global Positioning System positioning,
navigation, and timing receivers.
- Engages directly with and coordinates Marine Corps
participation in working groups that emerge from PNT related work,
such as the DoD PNT Working Group, DoD Navigation Warfare Working
Group, DoD PNT Cyber Security Working Group, DoD Precise Time and
Time Interval Working Group, and DoD GPS Waiver Working Group.
- Analyzes, develops and coordinates Marine Corps positions on
IC4 PNT related issues, then represents the Marine Corps at or
prepares senior leaders for various PNT related forums to ensure
Marine Corps equities are represented.
- Maintains real-time situational awareness of issues and
initiatives of interest to the Marine Corps that come before these
forums, and either engages directly with subject matter expertise
or coordinates subject matter expertise from other Marine Corps and
external agencies.
- Monitor the progress and status of Marine Corps acquisition
programs pertinent to positioning, navigation, and timing systems,
ensuring that Headquarters Marine Corps (HQMC), Command, Control,
Communications, and Computers (C4 vision and policies are
supported.
- Provide subject matter expert (SME) support at meetings with
other agencies and parties both internal and external to the Marine
Corps.
- Conduct research and analysis of positioning, navigation, and
timing issues throughout the Marine Air Ground Task Force (MAGTF)
and the training and supporting establishment. This includes
conducting synopsis of relevant technologies found both in industry
and throughout the Department of Defense (DoD), report findings as
applicable to Marine Corps equities.
- Provide fiscal and/or programmatic analysis of acquisition
programs throughout the DoD relevant to positioning, navigation,
and timing systems.
- Author briefings, information papers, and other materials for
senior leadership in order to support policy and decision
making..
