Strategic Analysis, Inc. seeks a Senior Technical Advisor to provide science and technology related advice, analytical, and management support to the Director, Electronic Warfare and Countermeasures (EW&C) within the Office of the Under Secretary of Defense for Research and Engineering ( OUSD( R&E ) ). The ideal candidate will have experience in electronic warfare (EW) and related sensor, communications, directed energy ( DE ), or electronics technologies and demonstrated successful leadership of efforts involving large teams of subject matter and program experts to resolve technology-related issues are required.Work will be performed on-site with our government customer in the Pentagon, Arlington, VA. Telework options within the local commuting area are available. Occasional travel may be required.As required by Executive Order 14042, Federal contractor employees are required to be fully vaccinated against COVID-19 by January 18, 2022 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination before starting employment with Strategic Analysis, Inc.Tasks shall include but are not limited to:

  • Assisting EW&C in the identification and prioritized selection of EW&C, USD( R&E ) and DoD-wide efforts to advance warfighting capabilities in EW and related sensor, communications, directed energy and electronics technologies and other advanced technology areas.
    • Providing technical assessments and programmatic assistance, from concept definition through initial capability demonstrations.
      • Providing technical and operational analysis for EW&C, linking emerging EW and related sensor, communications, directed energy and electronics technologies advanced technologies and concepts to joint operational capabilities.
        • Preparing research and technical analyses to align assessments of threats to new/emerging technologies that have potential to counter those threats.
          • Providing analyses for EW&C of awareness products to include new EW, sensor, communications, DE and other advanced technology developments.
            • Providing analyses on technologies and community trends to identify key scientific developments and researchers/organizations and develop forecast of topics and trends.
              • Conducting technology intelligence and research on topics of interest for countries of interest.
                • Assessing emerging technologies of interest.
                  • Leading cross organizational teams in deep-dive investigations into technologies or concepts identified to be of a critical or "game changing" nature.QUALIFICATIONSClearance: Active TS/SCI security clearance is required.Education: An advanced degree in engineering, mathematics, computer sciences, or physics from an accredited college or university is required. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements.Experience Preferred:
                    • A minimum of twenty (20) years of progressively responsible experience of which at least fifteen (15) years is in program/project management or oversight of DoD S&T and R&D efforts for the federal government or private industry.
                    • Proficient in technical research and knowledge of EW and countermeasures and relevant sensor, communications and DE technology disciplines, such as radiofrequency and optical sensors and communications, cyber, directed energy, autonomy, modeling and simulation and decision support analytics/visualization.
                    • Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation and, ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverables scheduled.
