Under the general supervision of the Site Manager directs, manages, supervises and coordinates the work of the various trade groups and subcontractors on the site to meet the work requirements as described in the plans and specifications of the statement of work in the individual task orders. Responsibilities include making sure that the work progresses according to the schedule, that materials and equipment are delivered to the site on time, that the subcontractors are on the project when required and progress is made in accordance with the schedule, and that the activities of the various workers do not interfere with one another. The Planner Estimator is the liaison and primary coordinator between the subcontractors, in house workforce, and material suppliers.

Essential Duties and Responsibilities:

  • Manage all aspects of the project through planning and regular analysis of schedule, quality and cost.
  • Order all required materials and interact with subcontractors and suppliers.
  • Inspect the work of each trade and confirm that not only the quality of the work is up to standard but that the work is being built in accordance with the plans and specifications.
  • Ensure that the project maintains the required schedule by organizing, planning, monitoring, and inspecting work.
  • Prepare or oversee daily progress reports for work performed.
  • Maintain and enforce safety regulations and building code requirements.
  • Organize and run progress, quality control and safety meetings with in house trade staff and subcontractors.
  • Perform Quality Control preparatory meetings and inspection.
  • Assist with project estimates, bid packages, schedule preparation and budgets.

      Qualifications - Experience, Education and Licensure:


      • Minimum of five (5) years of supervisory construction experience
      • Minimum of two (2) years of Quality Assurance/Quality Control experience
      • Ability to obtain and maintain a SECRET security clearance.
      • Active SECRET clearance preferred.
      • Knowledge of applicable construction codes and regulations
      • Proficiency in Microsoft computer applications
      • Proficiency in scheduling and estimating software
      • High attention to detail and quality workmanship
      • Approximately 10 years' experience working on Federal projects
      • Knowledge of construction in the Washington, DC area
      • Valid driver's license and reliable transportation


        • 30 hour OSHA certification
        • Current CPR/First aid certification

          Knowledge, Skills and Abilities:

          Must have strong interpersonal skills and be able to communicate the work requirements with various staff and subcontractors. Ability to prioritize, organize and work well under stress and maintain deadlines. Ability to be flexible and adapt to constant change. Ability to work flexible hours in order to meet deadlines. Knowledge of acceptable construction site practices including occupational safety and health regulations. Ability to communicate both orally and in writing with internal and external clients and co-workers. Ability to follow direction is a must. Must be comfortable with high intensity work environment

          Supervisory Responsibilities:

          Coordinates, supervises and manages on-site trades personnel and subcontractor work.

          Additional Qualifying Factors:

          Must have the ability to obtain and maintain a top secret security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for TTI are required.
