Human Resources Analyst (MID) Location VA - Arlington Job Code 9343 # of openings 1 Apply Now (https://phg.tbe.taleo.net/phg04/ats/careers/v2/applyRequisition?org=AKIMEKATECH=43=9343) The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Human Resource Analyst to provide support to the Naval Information Warfare Systems Command's(NAVWAR's) Program Executive Office (PEO) for Manpower, Digital out of the National Capital Region (NCR). The PEO MLB program encompasses Administrative, Total Force Management Support, and Corporate Communications & Public Affairs Support, Command Operations, and Support, and IT Management Support services. JOB DESCRIPTION: + Plan and coordinate human resources activities of an organization (e.g. recruitment, onboarding, off boarding, etc.) to support the Government . + Compile and maintain personnel records. + May provide expertise for other human resources areas (e.g. employee benefits, retirement, performance management, equal employment opportunity, etc.) + Review, prepare, process, and track civilian honorary awards and military personal awards. + Solicit input for award documents, such as letters of appreciation/commendation and honorary awards, such as the Civilian Meritorious Service Medal. + Interpret and provide recommendations to the Government upon reviewing human resources governance (e.g. laws, rules, regulations, policies, and procedures) critical to the classification and recruitment process. + Provide support for efforts related to sponsorship/welcome/orientation programs such as coordinating these events, preparing for events, and facilitating meetings as required. + Recommend, analyze, and document requirements for Government civilian positions. This involves recommending core skills, competencies, and organizational requirements for positions and includes assisting in the preparation of documentation such as position descriptions and subspecialty coding validation sheets. + Prepare, update, maintain, and track training curriculum to satisfy position requirements. + Prepare, update, and maintain records of positions and position assignments. + Support activities related to employee relations, equal opportunity, employee benefits, retirement, and performance management. + Establish and coordinate Entrance on Duty and release dates for government employees. + Coordinate with organizations such as the Human Resources Office and Human Resources Services Center. + Facilitate Common Access Card (CAC) processing, to include providing support as a result of contract expirations and/or new contract awards. + Leverage government tools such as the Total Workforce Management System and Defense Civilian Personnel Data System to complete assigned duties. + Develop, update, and maintain organizational charts. + Conduct review of internal instructions, directives, and standard operating procedures and make recommendations for improvements. + Analyze and provide recommendations for Program Objective Memorandum (POM) builds and submissions associated with manpower and personnel efforts. + Complete manpower account Quantity/Quality analyses. + Prepare documentation such as routine and ad hoc manning reports, briefs, which include detailed manning counts and vacancy rates, Defense Acquisition Workforce Improvement Act (DAWIA) training requirements and completion rates, progress related to competency alignment, Competency alignment reporting, DAWIA certification status, DAWIA billet information, and any additional and responses to data calls. REQUIRED SKILLS AND EXPERIENCE: + Ability to learn and apply technical concepts to assigned duties. + Excellent analytical, critical thinking, and data mining skills . + Excellent oral and written skills. + Excellent organizational skills. + Ability to work independently and as a team member. + Proficient in Microsoft applications such as Word, Excel, PowerPoint, and Outlook. DEGREE/EDUCATION/CERTIFICATION REQUIREMENTS: + Bachelor's Degree, 3 years' experience. Substitution: 6 years of additional relevant work experience OR Associate's Degree plus 4 years of additional relevant work experience. CITIZENSHIP/SECURITY CLEARANCE REQUIREMENTS: + Must be a US citizen. + Active SECRET clearance required.
