Job DescriptionResponsibilities:
- Leverage extensive Federal Title 5 and Title 10 personnel
policy expertise to provide consultation and advisement to JAIC
leaders, supervisors, and employees, for matters pertaining to
organization design, position classification, organizational
effectiveness, and change management.
- Applies extensive knowledge of the full range of federal
position classification and position management and a wide range of
other federal personnel management laws and regulations to support
the execution of the HRO's classification program
- Applies Classification Standards to develop position
descriptions and job summaries for new interdisciplinary and
technical positions
- Assist with the development of new interdisciplinary artificial
intelligence Graded, SES, and HQE position descriptions.
- Conducts qualitative and quantitative evaluation and diagnosis,
and the resolution on complex problems to analyze substantive
organizational and operational practices and problems and develop
concrete action plans to provide appropriate HR recommendations and
solutions to the Client
- Develops and delivers briefings, status reports, and
correspondence on behalf of the HRO to foster understanding and
acceptance of classification and position management findings and
recommendations
- Plans and conducts organizational and position management
studies to optimize utilization of personnel
- Researches and interprets a wide variety of workforce, position
classification, and position management data to ensure compliance
with agency and program goals
- Researches and analyzes information and to formulate
recommendations and or draw conclusions on position classification
matters
- Provides position classification determinations and advisory
services
- Provide advisement for complex and sensitive classification
determinations and packages for technical positions.
- Prepares reports and statements, which include options and
recommendations to advise managers on disposition of significant
classification opinions and appeals
- Prepares procedural guidance and instructions on classification
issues and problems
- On behalf of the CDAO Chief of Human Resources, prepares
responses, talking points, position papers, and reports.
Requirements
- 10 years related experience
- Must be a subject matter expert in Federal excepted and
competitive service personnel management and position
classification authorities.
- Extensive experience in organization design, position
classification, position management, and change management.
- Experience planning and conducting organizational and position
management studies to optimize utilization of personnel
- Extensive experience providing advisement for complex and
sensitive classification determinations and packages for technical
positions.
- Experience preparing procedural guidance and instructions on
classification issues and problems
- Experience developing technical Graded, SES, and HQE position
descriptions.
- Demonstrates excellent communication skills, a high level of
integrity, critical thinking, and leadership courage.
- Must be a self-starter that can recognize needs and act with
little to no guidance.
- Able to rapidly understand and apply new concepts.
- Advanced MS Word skills; proficient PowerPoint, Excel, and
Outlook application skills.
- Bachelor's Degree in a related field
