Job Description
This position is responsible for overseeing the day-to-day operations of the Experimental Test Facility (XTF) and Helium Test Facility (HTF), ensuring efficient and effective testing processes and manufacturing demonstrations for high-temperature gas-cooled pebble bed nuclear reactor technologies. The role will manage a team of technicians, develop and implement procedures to ensure safe, efficient, and high quality laboratory operations, and ensure the facilities are fully equipped to meet operational and safety requirements for high-temperature/high-pressure testing environments. This role also involves equipment purchasing, inventory management, and maintaining high standards of safety and quality within both laboratory spaces.

Job Profile Tasks/Responsibilities

  • Oversee the daily operation of both test facilities, ensuring they meet project deadlines, regulatory requirements (including OSHA, NFPA, and local building codes), and quality standards for engineering-scale nuclear technology testing.
  • Responsible for ensuring all lab equipment (including overhead cranes, helium and steam test systems operating at high temperatures and pressures) is maintained in proper working order, troubleshoot issues, and manage the purchasing and installation of new equipment.
  • Develop, implement, and improve laboratory processes and procedures to ensure efficient workflow, safety, and quality control for graphite, metallic, and electro-mechanical hardware testing from prototype to engineering-scale validation.
  • Lead the integration of new equipment, technologies, testing methods, and prototype manufacturing capabilities, ensuring compatibility and compliance with existing systems and quality requirements.
  • Manage laboratory operational budgets as approved by the test director and project managers. Support project managers in execution of test campaign-specific budgets.
  • Ensure that the lab adheres to all relevant safety standards (including OSHA 29 CFR 1910), code requirements for high-pressure systems (ASME Boiler and Pressure Vessel Code), and industry best practices. Conduct regular safety audits and training.
  • Maintain accurate records of test results, equipment maintenance, and lab activities. Prepare regular reports on technology advancement progress for senior management and external stakeholders.
  • Identify opportunities for process improvements, implement best practices, and stay informed of industry advancements in nuclear technology testing and qualification methods.
  • Develop and implement training programs for laboratory safety, equipment operation, and testing protocols.
  • Build, manage and mentor a team of technicians across both facilities, providing guidance, training, and performance evaluations to support 24/7 operations during critical test campaigns.
  • Maintain professional demeanor and behavior at all times in all forms of communication.
  • Perform other duties as assigned by manager.

    Job Profile Minimum Qualifications
    • Bachelor's degree in a technical field OR a combination of education, military training (e.g. US Navy Nuclear Power School), technical certifications, and relevant experience in lieu of a Bachelor's degree.
    • Typically, ten years of work experience.
    • At least five years of direct experience in a management role within an industrial testing or prototype development facility, including:
      • Proven experience overseeing industrial or pilot-scale testing operations (preferably involving high-temperature or high-pressure flow systems).
      • Hands-on experience configuring and executing system or component testing using custom-built or prototype hardware.
      • Implementing industrial work control processes including lockout/tagout procedures and equipment authorization protocols.
      • Strong background in instrumentation, control systems, and data acquisition technologies used in industrial testing and monitoring applications.
      • Demonstrated ability to integrate and troubleshoot complex test setups involving multiple utilities such as high-voltage electrical systems, process gasses, and precision instrumentation.
      • Familiarity with industrial safety standards, emergency procedures, and quality assurance frameworks such as ISO 9001 or NQA-1, particularly in regulated or high-consequence environments (e.g., nuclear, aerospace, or energy sectors).
      • Experience operating and maintaining industrial-grade tools and equipment, including those used in prototype development, fabrication, and testing environments.
