Position Summary:

The Contracts and Grants Manager will be independently responsible for the full life cycle of federal contract administration. The Manager will be required to independently manage large, complex Federal contracts, cooperative agreements, and grants. This role will provide contractual advice to project offices and Project Managers. The Manager will also ensure compliance to various regulations, policies, and contracts as well as determine contractual obligations and risk mitigation. Lastly, the Manager will coach/train/mentor Contracts Administrators. This position will report to the Director of Contracts and is eligible to be remote out of any location in the United States.

Responsibilities:

  • Provide guidance and advice to MSI colleagues on the interpretation of contract terms and conditions and client rules and regulations with minimal oversight.
  • Provide training, guidance, and mentoring to Contracts/Grants team members.
  • Take the initiative and provide creative solutions to complex contractual/compliance problems.
  • Work with senior representatives from other departments on organization-wide initiatives and issues.
  • Provide contractual/regulatory guidance and ensure contract compliance in accordance with terms and conditions of supported projects and as a result drafts requests for client approval as necessary.
  • Draft procurement documentation, including RFQs/RFPs, evaluation memos, and selection justifications.
  • Manage the procurement of goods and services including drafting RFQs, RFPs, RFAs, and Annual Program Statements; managing the selection process during proposal evaluations; negotiating with awardees; and drafting, reviewing, and finalizing the resulting subaward document.
  • Draft and administer U.S. government funded grants, specifically USAID rules and regulations for grants issued under contracts and cooperative agreements.
  • Design and conduct grants training with MSI colleagues domestically and abroad.
  • Remain current on changes within the industry through resource sites, publications, and continuing education with the ability to provide training and refresher sessions on pertinent topics to MSI staff
  • Prepare, organize, and maintain contract records and files documenting contract award, modification, performance, and compliance.
  • Provide contract briefs to document new contract awards, modifications, and administrative changes.
  • Conduct research to support contract audits and other inquiries.
  • Assist with proposals as needed.

    Qualifications:
    • Bachelor's degree in a relevant field required. Master's degree preferred.
    • Minimum 10 years' experience in the administration of contracts and grants required.
    • Experience with USAID contracts, grants, and cooperative agreements is a plus.
    • Demonstrated knowledge of U.S. government contracting instruments.
    • Demonstrated knowledge of U.S. Government regulations (FAR, CFR, etc.) with a specific emphasis on USAID (AIDAR, ADS, etc.).
    • Proven ability to multitask and work in a team-oriented environment.
    • Strong attention to detail, communication, writing, and analytical/research skills.
    • Ability to travel internationally in an ad hoc basis.
    • Fluency in English required. Fluency in Spanish, French, or Arabic is a plus.
