Job Description:

The American Public Power Association is looking for a Manager, Research and Statistics to perform research and analysis of complex issues affecting the electric utility industry. This individual will prepare reports and publications to present research results and recommendations. Manages the collection, processing, analysis, and graphic presentation of statistical data on publicly owned electric utilities. Serve as American Public Power Association (APPA) lead on surveys and statistics. Present research findings to relevant stakeholders and educates members on the implications of research findings.

Please note: This is not a remote position. Candidates must be in DC, Maryland, or Virginia area. APPA offers a flexible work schedule for full-time employees and the option for telework is available after (3) months of employment (with supervisor approval).

Conducts research and analysis to support APPA's policy positions and provide members with statistics and information on the electric utility industry and public power's position in the industry.
Uses research and analysis to develop reports, case studies, databases, and other member resources.
Collects, analyzes, and manages data for the following databases: State Laws on Rate Regulation: Public Power EV Activities Tracker, Public Power Energy Storage Tracker, Utility Renewable Portfolio Standard/Clean Energy Goals, State Renewable Portfolio Standards, NERC Registered Entities, Monthly Energy Information Administration Data, Public Power Directory
Leads reoccurring members surveys and corresponding publication development for: Annual utility salary survey, Annual joint action agency salary survey, Annual utility and financial operating ratios/ performance indicators survey, every two-year payment in lieu of taxes survey, every five-year governance survey
Approves the final drafts of all APPA survey forms, and provides assistance, as needed, in designing surveys, analyzing data, and summarizing the results.
Manages survey management software account for APPA.
Obtains, combines, and manipulates data from various data sources to develop the following statistical resources on an annual basis: Average Revenue per Kilowatt-hour, Generating Capacity, Retail Rates in Regulated and Deregulated States, Public Power Statistical Report
Strategizes new survey, statistical, and research opportunities for APPA in line with the association's business plan.
Provides technical and statistical assistance to APPA members and staff.
Answers requests for statistical and other information from APPA staff, members, and the public.
Cultivates relationships with members as well as external stakeholders.
Supports budget planning for the statistical analysis and the economics and research sections of the regulatory affairs department.
Prepares written comments on data collection to government agencies, including the Energy Information Administration, Small Business Administration, and Federal Energy Regulatory Commission, and monitors these agencies' data-collection programs.
Carries out special projects as assigned by Senior Vice President, Advocacy & Communications and General Counsel, and Director, Policy and Research.
Performs other duties as assigned.

Degree from a 4-year college or university preferably with coursework in statistics or economics.
5 years or more of relevant job experience in data and research analysis.
Proficient with the Energy Velocity database; other database management software, preferably Access; and spreadsheet software (Excel).
Ability to develop full and accurate databases based on the data collected.
Knowledge of standard sources of statistical data on the electric utility industry.
Ability to present timely ideas clearly, concisely, and accurately, both orally and in writing; effectively communicates research implications and conclusions and establishes strong working relationships with APPA members.
Demonstrate strong organizational, managerial, communication, collaboration, problem solving, and analytical skills.
Intricate knowledge of utility business model, and the public power business model in particular.
