Overview

LMI is currently seeking a Program Analyst to provide technical, analytical, financial, administrative, and specialized support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E))/Office of the Chief Technology Officer for Science and Technology (DCTO(S&T)) in Washington, DC. Daily operations will include coordinating with multiple government agencies and developing partnerships with foreign governments for the purpose of effectively and successfully pursuing new science and technology solutions. This position requires an active DoD Secret Clearance. An active TS/SCI clearance is highly desired.

Responsibilities

* Review program plans and other related documents and provide comments or alternate approaches to identify and mitigate risks to accomplish projects and goals
* Prepare official program documents and correspondences based on government input and direction and maintain accountability of associated program files and records
* Conceive, construct, and disseminate implementation status reports and program metrics to support discussions with senior leaders
* Develop decision-quality materials for review meetings and briefings
* Construct briefs, talking points, and messaging for use by DCTO(S&T) leadership for internal and external audiences
* Deliver research, technical, and analytical support quickly and accurately by identifying, retrieving, evaluating, and sharing relevant information
* Conceive solutions and provide written materials, often in response to short-notice tasks
* Perform research, information, and reference-gathering on assigned topics using government data and open sources
* Prepare, coordinate, and review official presentations, information and action memos, concept papers, official responses to public correspondence, and articles
* Support activities, meetings, and projects with the development of meeting agendas, meeting minutes, management plans, and execution strategies
* Track Congressional marks and language and develop responses and reports to congressional inquiries pertaining to projects
* Provide direction to successfully aggregate, review, and verify draft component inputs for congressional testimony and responses to questions for the record
* Support and attend DoD S&T leadership committee meetings
* Occasional travel may be required

Qualifications

Required:

* Bachelor's degree from an accredited college or university in a technical field or business administration
* Secret security clearance
* 5 years demonstrated experience in supporting S&T program management in DoD and knowledge of Defense S&T activities, organizations, plans, and processes
* Proven experience providing exceptional oral and written communication skills, and above-average skills in MS Word, PowerPoint, and Excel applications
* Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes), and without detailed guidance
* Ability to coordinate across large groups of people at multiple levels

Desired:

* Master's degree in Business Administration (MBA) or a graduate degree in science, technology, engineering, mathematics, or other related field
* Top Secret security clearance and ability to obtain and maintain SCI
* Candidates with DCID 6/4 eligibility within the last 5 years are highly preferred
