accepting applications from Security Cooperation (SC) and
Assessment, Monitoring and Evaluations (AM&E) professionals
interested in providing support services to the U.S. Department of
Defense (DoD) under the AM&E indefinite delivery indefinite
quantity (IDIQ) contract. Through the Defense Security Cooperation
Agency (DSCA), the AM&E IDIQ supports multiple congressional
authorities and programs that support the reform of Institutional
Capacity Building (ICB) of partner nations' (PN's) ministries of
defense. Sa bel Systems requires a Knowledge Management (KM)
Coordinator to support DSCA's AM&E Program. This position shall
support the design and implementation of AM&E for SC programs,
activities, and initiatives by working across DoD and with key
interagency and state partners, the broader SC community,
stakeholders, and interest groups. Services provided under this
position will be performed in the National Capitol Region (NCR)
with occasional domestic and international travel. This position
requires eligibility for a Secret clearance and is contingent upon
contract award. This is a full-time position.What You'll

- Support DSCA in sharing deliverables broadly throughout the DoD
and facilitating agreement on ways to further develop SOCIUM or
other systems to be used for SC Knowledge Management;
- Support the sharing and use of Pre-Design Assessments (PDAs),
Monitoring and Evaluation Plans (MEPs), Country Program Monitoring
Reports (CPMs), Health of Monitoring Assessment Tools (HMATs), or
other relevant products created under this contract (and the
information contained therein) via SOCIUM, the information and
management system in development under DSCA oversight;
- Advise the SOCIUM team on relevant and appropriate ways to
include deliverables that would be beneficial to share with other
offices of the DoD. The primary ways of communicating these ways
will be through documented user stories and/or requirements entered
in a SOCIUM requirements tracking system;
- Facilitate discussions surrounding new AM&E requirements
shared by multiple AM&E subject matter experts (SMEs);
- Create mockups to demonstrate how new AM&E requirements
could be refined into detailed workflows, data entry user
interfaces, specific visualizations, and/or types and ways of
querying, among many other possible ways of refining requirements
via mockups;
- Identify SMEs interested in testing new SOCIUM capabilities for
AM&E-related features;
- Propose testing plans to assist SMEs in objectively determining
whether new SOCIUM capabilities for AM&E-related features are
validated and ready to be launched in the SOCIUM production
environment;
- Upload archival and new deliverables to relevant parts of
SOCIUM. In some cases, this may require cleansing unstructured data
to convert and upload into SOCIUM; data processing; extraction,
transformation, and loading (ETL); data exploration, data modeling,
preparation of custom data algorithms, and creation of data
visualization;
- Report any bugs found in the testing or production environment
to the SOCIUM team, who will ensure the larger Key User Committee
(KUC) is aware that the bugs have been reported;
- Provide feedback to the Defense Security Cooperation University
(DSCU) to incorporate recent changes in AM&E use of SOCIUM into
DSCU coursework;
- Travel may be required in the future (-10-20%); and

- U.S. Citizen;
- Eligibility for a DoD Secret Clearance;
- Bachelor's degree;
- Five (5) years of experience (3 in a government setting) in
analyzing the needs of SC organizations and types of AM&E SMEs,
facilitating agreement of priorities among SOCIUM AM&E users,
creating beta-test plans for beta testers, identifying potential
problems and risks, establishing and maintaining a risk management
program for beta testing, designing, implementing, coordinating,
and managing the beta testing process, refining existing beta
processes in order to more efficiently track and prioritize issues
discovered during the process, working with AM&E SMEs to
deliver beta feature documentation, and monitoring, measuring,
identifying, and prioritizing issues discovered during beta
testing, communicating the status of AM&E development, testing,
and use in Socium periodically and as needed;
- Three (3) years of experience in SC or international programs
or projects in the security sector for a national organization, an
NGO/IGO, the UN, or private industry;
- Highest standards of personal deportment, judgment,
demonstrated organizational abilities, and outstanding
communication skills;
- Excellent oral and written communication skills;
- English fluency;
- Ability to multi-task in a demanding, high energy
environment;
- Strong organizational and customer service skills; and
- Excellent computer skills, including word processing,
spreadsheet programs and data base management.Preferred
- Master's degree or higher in the field of business
administration, computer engineering, computer science or
statistics;
- Seven (7) years of experience (5 in a government setting) in
analyzing the needs of SC organizations and types of AM&E SMEs,
facilitating agreement of priorities among SOCIUM AM&E users,
creating beta-test plans for beta testers, identifying potential
problems and risks, establishing and maintaining a risk management
program for beta testing, designing, implementing, coordinating,
and managing the beta testing process, refining existing beta
processes in order to more efficiently track and prioritize issues
discovered during the process, working with AM&E SMEs to
deliver beta feature documentation, and monitoring, measuring,
identifying, and prioritizing issues discovered during beta
