Job Description:
Aret--, an employee-owned company, is a growing research and
development firm recognized for contributing to national security
objectives by supplying innovative solutions to challenging
technical problems faced by the United States. We are seeking a
Senior Contracts Manager who will be charged with significant
responsibilities in negotiating complex contracts with
government/commercial customers and subcontractors, advising senior
management on business strategy, developing accurate competitive
cost proposals, and administering government and commercial
contracts and other agreements. Additional responsibilities also
include supervising customer audits and administering export
compliance procedures. This is an exempt non-supervisory full-time
position. The position can reside in our Arlington, VA or
Chantilly, VA office.Primary Responsibilities:
- Lead negotiation teams composed of Aret-- senior management,
technical staff, and consultants in developing contracts for
government/commercial customers and suppliers.
- Advise Arete senior management and proposal teams on business
strategy during proposal development and contract negotiations
- Prepare detailed, accurate, and competitive cost proposals and
cost strategies to maximize company chances of winning profitable
new business. Review basis of internal cost estimates for
reasonableness and allowability.
- Coordinate procurement activities, such as preparing
subcontractor requests for proposal, securing acquisition
documents, executing cost/price analyses, and assisting in
subcontractor negotiations.
- Administer all post-proposal activities, such as audits,
contract negotiation, and award. Work with customer and Aret--
staff to track and expedite contract award. Maintain detailed
records of all information exchanged and results of each
action.
- Prepare and issue internal contract work authorizations.
- Maintain current and accurate data in the contracts database on
proposal and contract status/information.
- Administer a variety of cost reimbursable and fixed price
contracts to ensure compliance with contract requirements.
- Advise program management of contractual rights and
obligations; maintain company contract file and historical
information under established procedures.
- Establish and maintain strong internal communications within
the company at all levels to provide information on open contract
matters. Establish and maintain relations with external customers
to communicate all proposal and contract matters.
- Implement and ensure compliance with company export
procedures.
- Other duties, as assigned.
Required Qualifications & Experience:
- Knowledge of government and commercial contracting and price
proposal preparation adequate to support independent decisions in
the best interest of the company.
- Knowledge of federal and agency-specific acquisition
regulations, DCAA and DCMA requirements, and ability to research
and comprehend CFR citations. Ability to recognize, interpret, and
apply applicable regulations to resolve complex contract
issues.
- Excels at effective communication, both verbally and in
writing, with colleagues, management and executives.
- Skilled at implementing a team approach when developing
strategic and innovative proposal and contract solutions within
regulatory guidelines, resulting in agreements that consider,
properly weigh, and resolve the needs of the program, the customer,
the business unit and the company.
- Understanding and experience with ITAR, EAR and import
regulations; ability to assist in category determinations,
preparation and implementation of export documentation including
license applications, TAA, and license fulfillment.
- Advanced skills in all MS Office Suite programs and use of
ProPricer software.
- U.S. citizenship and an active TS security clearance are
