The primary purpose of this position is to serve as Deputy Chief, General Office Management Office (GOMO) at the National Guard Bureau, sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the Chief's absence, possesses the same authority and prerogatives.

          • Works with the Division Chief in planning, organizing, and overseeing the activities of the General Officer Management Office (GOMO).
          • Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
          • Serves as the command focal point for general/flag office (G/FO) join matters, force structure and requirements, and preparation/review of Congressional/legislative initiatives.
          • Serves as the functional expert on all joint issues; establishes a cohesive working relationship with the Joint Staff and the Office of the Secretary of Defense (OSD).
          • Serves as the Congressional Activities Officer for GOMO and serves as NGB-GO's functional expert and lead for all budgetary requirements including forecasting, planning and execution of the budget. Help

              In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for GS-0301, Miscellaneous Administration and Program Series.

              SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and understanding of the duties, responsibilities, authorities, policies, and procedures as Deputy Chief, General Officer Management Division managing National Guard Bureau (NGB) programs to meet command, Air Force, and DoD wide mission objectives and advising the Chief, GOMO, NGB, Director, Army National Guard, Director , Air National Guard and the Adjutant's General on all general officer management matters to include accessions, assignments, retirements, force structure, promotions, joint duty, acquisition, and professional development.

              FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

              KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

              1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to legislation (Title 10 U.S.C.) concerning General/Flag Officers (to include selection, promotion, retirements frocking, brevetting, strengths and ceilings, joint duty requirements, training, etc.).

              2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations sufficient to provide commander level staff guidance to the Chief, GOMO, the Chief, National Guard Bureau, Director, Army National Guard, Director, Air National Guard and the Adjutant's General on all general officer management matters to include accessions, assignments, retirements, force structure, promotions, joint duty acquisition, professional development, Active Components, and personnel actions.

              3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

              4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.

              5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

              6. Knowledge of DoD, Joint ARNG/ANG, DA and DAF administrative and financial management concepts methodologies, directives, procedures, guidance, and policies necessary to oversee day to day operations of the GOMO program.

              PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

              VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
