Job Description:

The Program Management Specialist III (Senior Level Expert/Team Lead) must have a DOD Secret Clearance.
He/She will assist with experience in:

Applying the knowledge areas and process groups as defined by the PMIs Project Management Body of Knowledge (PMBOK) in an operational environment.
Performing gap analysis and trend analysis.
Evaluating existing or interfacing systems and providing analysis and recommendations on whether interfaces should be continued or be functionally subsumed.
Identifying modifications and improvements to enhance efficiencies and performance of existing system features.
Identifying core business needs and decomposing and documenting concepts of operation, briefings and project schedules.
Excellent written and verbal communication skills, including experience in writing materials relevant to organization, project and task goals and presenting material to senior government officials.
The Microsoft Office suite of applications (Outlook, Excel, PowerPoint, Word) in addition to Visio, Access, SharePoint at an advanced level.
Conducting business and technical analysis by facilitating working group sessions and engaging working group members in order to understand and document customer stakeholder needs.
IT Portfolio Management methodologies and processes, tools, strategic planning, trend analysis, organizational reporting and presentations, and identification of performance indicators.
Writing alternative analyses, feasibility studies, cost benefit analysis, business cases or point papers based on research, analysis, and observations.
Capital Planning and Investment Control (CPIC) and other IT Investment processes and requirements to include an understanding of the Technology Business Management Framework (TBM).
Automating workflows, data management, and reporting in using an Enterprise Service Management (ESM) tool, i.e. ServiceNow ITSM and ITBM modules.
Enterprise Architecture (EA) analysis, including CPIC, EA and program requirements alignment for strategic planning purposes.
Assessing, interpreting, and providing guidance regarding Office of Management and Budget (OMB), Department of Justice (DOJ), Federal Information Technology Acquisition Reform Act (FITARA) and other IT budgetary and reporting directives.
Facilitating work sessions, mentoring project managers or other staff, and conducting training sessions.
Developing or revising procedures, templates and other related documentation as a result of research, interviews, and work sessions.
Articulating functional and technical needs to provide support with the liaison between functional stakeholders and the engineering/development teams.
Assessing customer current business processes and functions and make recommendations for improved functional service.

Required Qualifications
Must have 15+ years experience in Federal consulting, which should include Business Analysis, Business Requirements, IT Portfolio Management and Capital Planning and Investment Control (CPIC) A bachelors degree in Business Administration, Computer or Information Systems, Computer Science, or related field or technical discipline is desired; proven experience may be considered as an acceptable substitute
Secret clearance
A Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-BPA) credential is highly desirable
General Skills
Key coordinator/team lead between multiple project teams. May work independently and supervise junior staff
Excellent written and verbal communication skills, including experience in writing materials relevant to organization, project, and task goals and presenting material to senior Government officials
Experience facilitating work sessions, coaching/mentoring team members or other staff, and conducting training sessions
Providing meeting support (facilitate meetings, prepare agendas, prepare project briefings, present to the stakeholders, document and distribute meeting minutes, and track actions)
Exceptional organizational skills with the ability to coordinate multiple work streams, multi-task and work well under tight deadlines
Strong interpersonal skills and proven experience in building partnerships with business and technical stakeholders as applicable
Flexibility is a must, as well as the ability to work in a collaborative team environment
Self-starter with ability to perform and lead work independently
Participate in project planning and schedule development/maintenance activities
Having the ability to working through a backlog of client requirements
Providing Weekly and Monthly Status Reporting
Support other PMO tasks as assigned
