Job Description:

The Subcontracts Manager is responsible for the day to day management of a portfolio of procurement activities, ensuring that those activities uphold CRDF Global policy and best practices in all aspects of procurement and subcontract implementation. The Subcontracts Manager is required to have extensive knowledge and training on the principles, concepts and methodology of procurement and subcontract administration and skill in applying this knowledge to many different, unrelated, and/or nonstandard project activities.While standard operating procedures are available, the Subcontracts Manager applies a knowledge of complex methods, policies and best practices to provide expertise and consultation to stakeholders, develop implementation plans, evaluate compliance and identify control weaknesses. The position requires ingenuity to adapt procedures, techniques and tools to meet project requirements, and capitalizes on understanding of the department to interact with internal and external customers. The Subcontracts Manager owns and leads a process or and/or is responsible for staff.Major Responsibilities:

  • Oversees portfolio of subcontracts with moderate/high complexity in a teaming environment
  • Provides functional guidance and support to staff implementing cradle-to-grave subcontracts activities and develops acquisition strategies to meet stated objectives
  • In coordination with Program teams, assists with subcontract specifications, statements of work, and finalizes terms and conditions in a hands-on role
  • When operating as a Prime integrator, responsibilities will include managing subcontract teams to ensure the organization meets prime agreement objectives
  • Supports complex proposal activities including participation in offer design, pricing, development and negotiation of teaming agreements with prospective subcontractors, and related activities
  • Plans, organizes, and assigns subcontracts resources including developing solutions to problems of varying complexities requiring ingenuity, creativity, and innovativeness
  • Establishes direction for Subcontract Agreements and Subcontractor Teaming Agreements
  • Analyzes supplier data and has ability to effectively communicate results at all levels
  • Oversees negotiation strategies for best value, delivery schedule, and Terms and Conditions
  • Places a strong emphasis on regular communications with subcontractors, including establishing executive level relationships
  • Provides high quality, timely support to internal customers and subcontractors.
  • Trains and develops staff, including training of internal customers throughout the organization
  • Implements policy and procedural enhancements that will improve the efficiency and effectiveness of procurement, including review of policies and procedures, creation of form and report templates and internal systems for procurement
  • Other duties as assignedQualifications
    • Bachelor's Degree in Supply Chain Management, Business, Finance, or related field; advanced degree preferred
    • 5+ years of experience in acquisition and/or subcontract administration
    • Must have exposure to international markets and ability to navigate in challenging global regions
    • Industry-specific training or certifications preferred
    • Strong knowledge of Global Supply Chain industry, strategic sourcing concepts and best practices
    • Proficient knowledge of Microsoft Office Suite (Word, Excel, PowerPoint)
    • Solid analytical, verbal & written communication skills
    • Strong negotiation skills with demonstrated successes
    • Clear understanding of contract types, to include fixed price, cost type, incentive fee, IDIQ, etc.
    • Strong and hands-on knowledge of the Federal Acquisition Regulations (FAR)
    • Ability to showcase exemplary customer service skills is a must
    • Effective communication skills, including experience working with international partners
    • Strong critical thinking and analysis, planning and problem-solving skills
    • Demonstrated ability to work independently and to adapt quickly to new challenges
    • Self-motivated, demonstrated sense of urgency, ownership of tasks and accountable
    • High level of organization and attention to detail
    • Working knowledge of Deltek/Costpoint Purchasing module is preferred
