    TechFlow's focus on expansion and growth in the Digital Services sector has created an opportunity to add a Senior Business Development Director / Capture Manager to our Business Development Team! The Senior Business Development Director / Capture Manager will have business development experience and proven success capturing Digital Services, IT modernization, development and sustainment programs in FEDCIV markets, primarily focused on the Department of Homeland Security (DHS), and DHS Component organizations.

    This Senior Business Development Director / Capture Manager will have experience successfully; tracking, developing, marketing and winning IT modernization work at DHS; developing, maturing and maintaining an opportunity pipeline; performing market and economic analysis; designing and executing formal capture plans; building industry teams; and supporting proposal development and price to win activities. The Senior Business Development Director / Capture Manager will be responsible for capturing work under the large ($800+M) DHS Architecture, Development and Platform Technical Services (ADaPTS) Blanket Purchase Agreement (BPA) contract, where TechFlow is a prime contractor, and other related single award opportunities, which support modernization efforts across DHS Headquarters and at the DHS Component organizations.

This position is located in the Arlington, VA office, requires the ability to travel to customer locations, as needed, and allows for telecommuting where appropriate.

    Key Responsibilities:

    • Proven DHS business development experience within the Digital Services sector, with strategic engagements at the enterprise level, including Department and Agency level senior executives. Maintain an opportunity pipeline of over $1B.

    • Focus primarily, but not exclusively, on identifying and maturing TechFlow's opportunities and relationships across the DHS enterprise.

    • Develop Capture Plans and Campaign Plans, drawing on successful experience across the business development life cycle for all capabilities and solutions, particularly for large-scale technology opportunities.

    • Develops capture strategy including business solution for pursuit of opportunities; develops value propositions, discriminators and differentiators; identifies customer decision-makers, performs competitive assessments, assists in identifying teaming suppliers, and develops price-to-win assessments.

    • Lead and facilitate the development, delivery, and presentation of whitepapers, request for information responses and unsolicited proposals.

    • Drive technical and acquisition client call plans and other outreach efforts to qualify and inform opportunity pursuit decisions
      Minimum Requirements:

      • 10+ years of combined experience in a senior business development role as a capture manager or business development.

      • Experience and successful track record capturing DHS single and multi-award contracts and Task Orders valued between $25M to $200M, or more

      • 5 years or more selling solutions that leverage agile development methodologies (Scaled Agile Framework (SAFe), scrum, and Kanban), continuous integration and deployment (DevSecOps) and/or experience with digital transformation and business system modernization

      • 5 years or more operational experience with DHS Information Technology and modernization strategies, networks and network-centric policies, communications, information resources management, and information assurance

      • Experience engaging with c-suite level executives and ability to discuss and develop high-level technical solutions to meet customer needs

      • Experience with the entire business development lifecycle (opportunity Identification, qualification, capture, proposal and award) (Shipley experience/Training)

      • Knowledge of DHS market, contract vehicles, and upcoming opportunities

      • Ability to travel 25% of the time
        Education Requirements:

        • Bachelor's degree required with 10 years of experience OR in lieu of degree and additional 5 years of experience will be accepted (total 15 years' experience)
          Clearance Requirements:

          • US Citizenship with an active Public Trust, or higher, with the ability to obtain higher security clearance (if required)
