Job Description:
Position: Commissioning Engineer III, Lancaster, PA This
position reports to a TRC Office in Lancaster, PA and requires 90 %
travel and sustained relocation for periods of up to 12 months to
project sites within the U.S. and/or North America. Duties: Perform electrical engineering troubleshooting and
problem analysis associated with protection and control systems and
utility substation equipment, including Application Errors and
Omissions, Drawing Errors and Omissions, Wiring Errors and
Omissions, Settings Errors and Omissions, Equipment Malfunctions,
Questionable Apparatus Test Results, and Battery Ground Faults.
Plan, coordinate, perform, and document the commissioning of
various utility substation protection, control and power circuits
in accordance with company and client requirements, budgets,
schedule, and other project-specific requirements and planning
documents to ensure the intended operation and safety of equipment
and personnel are met. Interface with Regional Managers and Project
Managers to support potential projects with the preparation of
electrical engineering proposals, estimates, and schedules and
support booked project budgets, schedules and deliverables.
Identify Estimates to Complete, Requests for Information, and
develop change orders and backup documentation. Assist in
developing project-specific testing and commissioning plans,
energization plans, and other assigned project-specific
documentation. Identify risks and associated mitigation techniques
on utility systems and equipment. Develop a Site Risk Assessment to
document all high-risk construction and commissioning activities
and to formalize the processes of circuit isolation and
restoration. Develop, review, and approve detailed test reports for
various types of electrical equipment. Assist Test Technicians or
Senior Test Technicians with apparatus testing. Requirements: Masters degree (or foreign education equivalent)
in Electrical Engineering or a related field and 3 years of
experience commissioning and testing electrical substations for
public and private sector clientele, or in the alternative,
Bachelors degree (or foreign education equivalent) in Electrical
Engineering or a related field and 5 years of experience
commissioning and testing electrical substations for public and
private sector clientele. Must also possess the following skills:
Demonstrated expertise (DE) leveraging electrical protection
systems, including relay communications, AC and DC schematics,
wiring and drawings, one-line and three-line interconnection
diagrams, and design intent of all protection and control (P&C)
circuits; DE leveraging knowledge of testing and commissioning
knowledge of substation utility protection and control circuits,
performing commissioning activities, and interpreting results; DE
leveraging Microprocessor Relays Software, Settings, and Logic
Application and Testing, including SEL, GE, ABB, ZIV, Alstom,
Beckwith, and NXTPhase; and DE leveraging Electromechanical and
Solid State Relays Application and Testing Techniques, Literature
and perform isolation and setpoint testing. Apply online at
