Job Description:
Job Description ProspectBlue is hiring on behalf of a client, a
leader in construction engineering, for an experienced and
detail-oriented Proposal Manager in Richmond, VA. This role will
lead the development of high-quality, compliant proposals
supporting a growing pipeline across federal, state, local, and
private-sector clients. Key Responsibilities: Lead end-to-end
proposal development, ensuring compliance, quality, and timely
submission Manage schedules, outlines, compliance matrices, and
review cycles Facilitate proposal kickoffs and coordinate with
SMEs, project teams, and subcontractors Write and edit proposal
content, ensuring clarity, consistency, and a strong client-focused
narrative Maintain proposal quality through formatting, QA/QC, and
version control Manage and update proposal content libraries,
including resumes and project sheets Serve as the internal point of
contact for proposal coordination and cross-team communication
Identify and implement process improvements; support team growth
and mentoring as needed. Required: 7 years of proposal development
experience, preferably in AEC or federal contracting Experience
leading complex, multi-volume federal proposals Strong knowledge of
government contracting processes Excellent writing, editing, and
organizational skills Ability to manage multiple deadlines in a
fast-paced environment Preferred: AEC industry experience
Familiarity with SharePoint, OneDrive, or similar tools Experience
with Adobe InDesign, InCopy, or Expedience Prior mentoring or
process improvement experience Education & Skills Bachelor’s degree
in a related field Proficiency in Microsoft Office and Adobe
Acrobat Highly organized, detail-oriented, and adaptable
