resident, Asylee, or Refugee. Responsibilities: The Proposal
Manager’s primary responsibility is the design, development, and
delivery of compliant, customer-focused proposals in accordance
with Vantor's Federal Government Proposal Process, including:
Monitoring secure government networks for potential opportunities,
RFPs, and bidding instructions. At times, managing and leading
multiple proposals simultaneously. Conducting proposal
planning/scheduling, detailed RFP analysis, proposal kick-off.
Providing small group and one-on-one coaching/guidance to team
members and leading teams through proposal development to final
delivery. Developing annotated outlines, storyboards, and graphics
concepts. Facilitating value propositions, strength/feature/benefit
development and solution development. Facilitating color team
reviews (i.e., Blue, Pink, Red, Gold). Preparing color review
packages and providing necessary review team guidance. Capable of
understanding and/or learning a variety of technical concepts.
Supporting proposal strategy development, theme and discriminator
development, proposal planning and scheduling and proposal
artifacts development/publication. Assembling and coordinating with
cross-functional teams (Program Management, Engineering,
Operations, Business Development, Contracts, and Finance) to
deliver compliant, professionally produced proposals in accordance
with customer-defined requirements and timelines. Ensuring and
leading on-time production and submission/post-submission
activities. Minimum Requirements: Current Top Secret with SCI
eligibility preferred. Bachelor’s degree or equivalent work
experience. Requires 5 years proven successful experience managing,
writing, and coordinating U.S. Federal Government proposals of
moderate to high complexity. Strong analytical, organizational, and
managerial skills. Ability to manage multiple and shifting
priorities while meeting high quality standards in a fast-paced
environment, supporting critical business development activities
under tight deadlines. Experience leading proposal team members in
the consistent use of established processes and procedures. Ability
to use standard English writing styles and structures to write
proposal sections, including the ability to research and synthesize
information from multiple sources (subject matter experts, previous
proposals, etc.) into a cohesive and persuasive final submission.
Have previous experience as a volume lead and/or proposal
coordinator. Software Expertise: MS Office Suite, including Word,
Excel, PowerPoint, Project. SharePoint. Adobe Acrobat. ChatGPT or
other AI proposal-related tools. Pay Transparency: In support of

job postings. The successful candidate’s starting pay will fall
within the salary range provided below and is determined based on
job-related factors, including, but not limited to, the experience,
qualifications, knowledge, skills, geographic work location, and
market conditions. Candidates with the minimum necessary
experience, qualifications, knowledge, and skillsets for the
position should not expect to receive the upper end of the pay
range. ? The base pay for this position within the Washington, DC
metropolitan area is: $107,000.00 - $178,000.00 annually. For all
other states, we use geographic cost of labor as an input to
develop market-driven ranges for our roles, and as such, each
