Position Overview The Force Development Operations Research Systems
Analyst (ORSA) applies advanced data science, statistical modeling,
and operations research techniques to enhance Army G-8 force
development, acquisition, and modernization initiatives. This role
designs and employs predictive models, performs readiness and
resourcing analyses, and utilizes tools such as SAS, Python, R,
Tableau, and Power BI to generate actionable insights.
Collaborating with Army leaders and cross-functional teams, the
analyst develops decision-ready products, validates requirements,
and ensures modernization strategies remain aligned with Army
priorities—driving effective resource allocation and strengthening
operational readiness. Essential Job Function 1. Requirements and
Acquisition Oversight Apply JCIDS (AR 71-9, CJCSI 3170.01) and
Defense Acquisition System (DoDI 5000.2) policies. Review and
analyze requirements/acquisition documents (ICDs, A-CDDs, CDDs,
ONS, BOIPs, ORDs) and recommend positions for leadership. Support
Army and Joint boards/councils (AROC, JROC, JCB, FCB, ARB, ACB,
AWG) with analysis and documentation. 2. Data Analysis and Business
Intelligence Extract and analyze equipping and readiness data from
Army systems (AE2S-M, CAMS, LAQA, ETR, LQA, cQUIP, AESIP, ECOP,
FMSWeb, cPROBE). Build BI and automation tools (Power BI, Power
Apps, SharePoint, MS 365) to streamline processes. Develop advanced
data visualizations and dashboards to support decision-making. 3.
Program and Resource Management Support programming, budgeting, and
execution processes (POM, PPBE, SPAR). Develop and present
investment and funding options, prioritize RDT&E and
procurement, and validate AAO/APO requirements. Assess the impacts
of PDMs and congressional marks on programs and update distribution
planning with ASC (LMI). 4. Force Development and Modernization
Contribute to Army modernization efforts aligned with priorities
(ReARMM, MDO, AimPoint, NDS). Participate in TAA, FFR, AMEC, and
ASRC processes. Provide options for rapid prototyping, fielding,
and modernization capability development. 5. Advanced Analytics and
Operational Research Apply modern programming and open-source
languages for data analysis. Conduct statistical modeling (ANOVA,
regression, forecasting), simulations, flow/queuing models, cost
analysis, and business process reengineering. Use operational
research methods to optimize modernization, resourcing, and
readiness decisions. Develop predictive models and collaborate with
cross-functional teams for actionable insights. 6. Leadership
Support and Coordination Prepare senior leaders with information
papers, EXSUMs, and briefings (including rapid responses within
four hours when required). Support DCS G-8 and DOM divisions in
developing program documentation, strategy products, and
decision-support materials. Coordinate with HQDA staff, ASA(ALT),
PMs, and Joint/ACOM stakeholders. 7. Communication and Reporting
Produce clear, well-structured reports, dashboards, and strategic
communication products. Maintain situational awareness of assigned
programs, including funding, equipping, and readiness status.
Collaborate across teams and independently manage projects within
established timelines. Minimum Qualifications Bachelor's degree in
operations research, applied mathematics statistics, engineering
(Systems or Industrial), or computer science A minimum of three (3)
years ORSA experience; Secret Clearance required Ability to apply
proficiency in SAS and Python with expertise in R, along with
proficiency to advance data visualization skills using tools like
Power BI, Tableau, PowerApps to accomplish mission tasks; Ability
to apply analytic techniques such as statistical analysis,
forecasting and measurement to effect analyses (e.g., ANOVA,
Multiple Regression), cost analysis, flow modeling, forecast
modeling, linear programming, simulations and queuing theory, and
business reengineering/IDEF modeling, and be proficient in writing
/editing R code as well as in Tableau and PowerBI.
Interdisciplinary skill set of PPBE, DOD acquisition processes and
procedures (DoDI 5000.2) as well as expertise with materiel and /or
force structure requirements development and validation (JCIDS).
Desired Qualifications Understanding and/or completion of the
following HTAR; RQM 1010/ CLR 101; RQM 1100 series / RQM 110; RQM
3100/310; CLR 151; RQM 2500/CLR 250; RQM 2520/CLR 252; Certified in
