Job Duties The Actuary Manager acts as the VEC’s senior authority
on trust fund financing and solvency while leading the actuarial
unit that produces official trust?fund forecasts, employer tax rate
methodologies, and policy impact analyses. This is an exciting
opportunity to build out a high?performing team and a modern
actuarial program—establishing model governance, elevating
documentation standards, and turning complex economic signals into
clear, actionable guidance for the VEC and policymakers. Why you’ll

Actuary Manager, you’ll own solvency strategy, lead rate?setting,
and advise on legislative and policy changes—while building and

What you’ll do: In this newly created role, you'll develop and lead
a unit that develops solvency models, calibrates employer tax rate
methodologies, and delivers decision?ready briefings to executives
and oversight bodies. You’ll also set analytical priorities,
enforce ASOP?aligned governance, and partner with finance, budget,
and policy staff to keep the fund resilient through economic
cycles. This is your chance to stand up a program, begin a legacy

Minimum Qualifications • Experience supervising professional staff,
setting priorities, resource allocation, and unit?level quality
assurance. • Ability to lead an actuarial unit; set analytical
priorities; ensure timely, accurate deliverables. • Advanced
knowledge of actuarial science principles including forecasting,
reserving, experience rating, and financial modeling. • Knowledge
of Unemployment Insurance program structure, financing mechanisms,
and statutory requirements. • Knowledge of macroeconomic
indicators, labor market dynamics, and how economic trends affect
insurance or government benefit programs. • Experience with
Actuarial Standards of Practice (ASOPs), professional documentation
standards, and actuarial ethics frameworks. • Demonstrated
experience in actuarial modeling, forecasting, risk analysis, and
regulatory practices • Exceptional quantitative modeling and
statistical analysis skills, including ability to develop
deterministic and stochastic models. • High?quality technical
writing for complex actuarial reports, assumptions memos, and
fiscal impact analyses. • Proficiency with actuarial software and
statistical tools • Ability to independently manage large datasets,
perform validation, and ensure analytical accuracy and
reproducibility. • Ability to perform long?range forecasting and
assess financial risks under alternative economic conditions. •
Ability to synthesize analytical findings into high?impact
communication materials for decision-makers, and to effectively
prepare and present information to agency leadership. Strong data
visualization and communication skills to simplify complex results
for non-technical audiences. • Ability to interpret and apply legal
and policy frameworks to actuarial modeling and forecasting. •
Ability to manage multiple deadlines, especially during fiscal
planning or legislative cycles. • Ability to maintain objectivity
and professional independence in providing actuarial advice. •
Strong verbal and written communication skills. • Excellent
analytical and problem-solving skills. • Proficiency in Microsoft
Office applications (Word, Excel, Outlook, etc.). • Ability to
establish and maintain effective working relationships with VEC
staff, industry personnel, and the general public. Additional
Considerations • Advanced Excel and programming/statistical
language proficiency • Knowledge of state/federal UI financing laws
• Technical writing for executive/legislative audiences • Extensive
knowledge of actuarial and risk management principles. • Education,
training, and/or experience related to actuarial science,
statistics, mathematics, physics, economics, or a related field. •
Member of American Academy of Actuaries (MAAA) and/or Fellow of
Society of Actuaries (FSA) • Associate or Fellow designation from a
recognized actuarial society (e.g., ASA, FSA, ACAS, FCAS) Special
