Job Description:
The American Public Power Association (APPA) is looking for a
Grants Accountant, this individual will be responsible for
preparing invoices for reimbursement, matching incoming receipts to
invoices, tracking receivable aging, reconciling project
financials, monitoring funds availability, preparing quarterly
financial reports for federal grants, and assisting with annual
audit.
Please note: This is not a remote position. Candidates must be in
the DC, Maryland r Virginia area.
APPA offers a flexible work schedule for full-time employees, and
the option for telework is available after 3 months of employment
(with supervisor approval).
Develop a thorough understanding of project operations, revenues,
expenditures, and grant compliance requirements.
Review grants related documents for compliance with federal
regulations.
Prepare annual grant budgets for submission.
Review expenditures for allowable costs for each grant as defined
in the applicable grant.
Ensure the documentation and details of grants are up to date.
Prepare grant invoices and supporting documentation.
Maintain accurate and updated spreadsheets of individual grant
budgets, expenditures, amendments, and balances.
Create invoices in subledger and adjustments in the accounting
system.
Calculate, reconcile, and analyze indirect and direct labor costs
allocation.
Work with project managers to monitor and analyze project and
program expenses to ensure alignment with grant requirements and
budgets.
Maintain close communication with project managers and assist in
quantifying and forecasting surplus and deficits and pulling
financial information.
Work with program staff on grant reconciliation and close out at
project end, as well as conducting annual review of projects at
fiscal year-end.
Prepare, review and file quarterly federal financial reports.
Prepare for and assist with A-133 single audit requests related to
grants.
Familiar with indirect cost rate model (ICE) calculation and
applying the ModifiedTotal Direct Cost (MTDC) method for sub-award
recipients.
Prepare Schedule of Expenditures for Federal Awards (SEFA) under
UniformGuidance (2 CFR 200)
Prepare ad-hoc grant reports.
Recommend and implement necessary process improvements.
Performs other duties as assigned.
Bachelor's degree in business, accounting or related field
required.
5 - 7 years of experience with comprehensive full-cycle grants
accounting.
Strong knowledge of accrual and cash basis accounting
Extensive experience administering federal, state and private
grants, contract compliance, and financial reporting.
Working knowledge of the COSO Framework and CFR 200
Working knowledge of Microsoft Office programs especially Excel and
Dynamics(GP).
Strong analytical skills and ability to identify and correct
problems as they occur.
Attention to detail and accuracy and self-review work.
Excellent oral and written communication plus solid organizational
and people skills.
Self-directed and motivated, able to manage multiple and complex
assignments andmeet deadlines and production schedules both
independently and as part of a team.
Knowledge of federal regulations (A-110, A-122, A-133).
Ability to meet deadlines and juggle multiple priorities.
