Position Information
Arlington County's Department of Environmental Services (DES) is seeking an experienced professional to lead and direct the contracting, purchasing, and internal control functions for DES as a Contracts Administration and Program Manager. This position oversees the complex DES contracts and capital programs including $2.9B capital construction and corresponding maintenance programs, annual budgets of $315 million across utility, stormwater, transportation, and general fund sources as well as operational service contracts of up to $4M. The Manager will oversee contracts (construction, service, technology, etc.) that range in size ($250k-$180M) over their contract life.

The Contracts Administration and Program Manager will provide strategic direction to drive the Department's creation of procedures, processes, and systems improving and standardizing the management of the Department's decentralized contracting and purchasing activities. This position will also oversee internal audits by consulting with the financial and project managers as a technical expert; coordinating with the Department's grant manager to oversee external grant-related audits; and making recommendations for internal controls independently and in response to audits.

Responsibilities for this leadership position include four areas of focus:

Contracts and Purchasing

  • Collaborating with internal DES stakeholders to set purchasing priorities, advising on critical procurements, and ensuring compliance with purchasing policies within the Department including assisting with the preparation of scopes for procurements;
  • Building constructive and effective relationships with the County Purchasing Agent while serving as the Subject Matter Expert for DES when advocating to meet departmental purchasing needs;
  • Contributing to the determination of the type of contract and reviewing general conditions and design standards for consistency; and
  • Developing, and recommending contract terms and conditions for contracts in excess of a million dollars for the purchase of equipment, materials, construction, and professional services which impact meeting the needs of the Arlington County community.Audit Oversight and Coordination
    • Serving as the lead for internal and external compliance audits, including oversight of Department compliance and leading recommendations for improvement; and
    • Coordinating grant audits with the DES Grants Manager and corresponding granting agencies.Internal Controls and Contract Management
      • Providing oversight and guidance on regulatory, contract and other administrative policies for the department to strengthen compliance and internal controls;
      • Recommending and developing balanced internal control improvements to monitor contract management while maintaining operational effectiveness; and
      • Preparing full-scope contract status reports and analysis for review by County leadership.Team Leadership
        • Performing full range of supervisory duties for regular and contract staff including hiring staff, assigning work, training and mentoring staff, and establishing priorities, work expectations, and performance standards; and
        • Providing matrixed support and oversight of DES contract staff in other DES Bureaus.Selection Criteria
          Minimum:
          • Bachelor's degree in accounting, business or public administration, engineering or a related field; and
          • Significant experience in procurement and contract administration managing million+ dollar contracts with grant funding for both operating and capital projects serving a broad portfolio including one or more of the following: transportation, public works, facility maintenance and construction, fleet, and equipment.Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

            Desirable: Preference may be given to candidates with certifications and/or experience in one or more of the following:
            • Universal Public Procurement Certification (UPPCC), Virginia Institute of Procurement, National Contract Management Association (NCMA), National Institute of Governmental Purchasing (NIGP), Government Finance Officers Association (GFOA;)
            • Overseeing contracts which provide critical operations and services such as wastewater treatment and multimodal transportation access in the right of way;
            • Drafting specifications, terms and conditions and statements of work for a wide array of contracts, including construction contracts via traditional design bid build, design-build, Construction Management at Risk (CMAR), and Job Order contracts, consulting and services contracts, and Indefinite Delivery Indefinite Quantity (IDIQ) contracts;
            • Managing innovative and complex contracts. Examples include the County's refuse service contract that includes market-based credits for recycling streams Transit contracts for both operations and maintenance, construction contracts with complex schedules, and technology contracts that require application and database integrations; and/or
            • Expertise in local government procurement and developing processes to increase efficiency.Special Requirements

              Additional Information
              Work Hours: Monday-Friday, 8:00 a.m. to 5:00 p.m. with some schedule flexibility around core business hours. This position is eligible for partial telework.

              Permanent, Full-Time Appointments
              All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

              Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

              Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

              Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

              Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

              For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

              Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

              Permanent, Part-Time Appointments:
              Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

              Limited Term Appointments:
              Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

              Temporary Regular Appointments:
              Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

              Temporary Seasonal and Occasional Appointments:
              Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
