Aging, a national voice for every American's right to age well, has
an exciting opportunity for a Director, Social Safety Net Systems
and Solutions, in its Arlington, VA/Crystal City office. The
Director of Social Safety Net Systems and Solutions oversees CBA's
work portfolio comprised of programs, products, services, and
initiatives that connect older adults and marginalized persons to
social benefits and supports. The goal of these programs is to
close the health and wealth inequity gap for vulnerable
populations-e.g., women, BIPOC, LGBTQIA+, people in rural areas,
economically insecure adults-making them more likely to age with
dignity and socioeconomic stability. The Social Safety Net Systems
& Solutions portfolio includes NCOA's collaboration with federal
and state agencies, corporate partners and funders, and national,
regional, and local nonprofits and CBOs. Key focus areas include
federal and state benefits programs that reduce household costs or
increase household income, Medicaid, Food & Nutrition Security,
Family Caregivers and Supports, and Social Determinants of Health.
The Director is responsible for portfolio management and
operational oversight, financial oversight, business and
partnership development within the portfolio, staff development,
and setting and executing strategy that builds NCOA's capabilities,
offerings, and brand in the market. Initial projects will
include:Managing two major grants and actively participating in a
recently initiated grant. Collaborating with the Senior Director to
reassess the baseline for the Social Safety Net Systems and
Solutions portfolio, including but not limited to performance on
existing projects.Assessing the baseline against NCOA's service
targets for specific communities and populations.Assessing the
baseline against evidence-based and promising practices for
community and population impact.Participating in market research
efforts and identifying service, product, and program gaps in the
field.Analyzing this information to identify portfolio gaps and
strategic growth opportunities for CBA. Key responsibilities
include the following: Portfolio Management & Operational
OversightProvide successful and accurate planning, execution, and
oversight of portfolio area projects, which include numerous
programs, products, services, and initiatives. Work with leaders
and staff in this portfolio area, as well as broader CBA and NCOA
staff and leadership, to ensure that all project plans are
accurate, on track, and reflect the most efficient use of available
resources.Ensure project goals and objectives are accomplished in
accordance with priorities, time, and budget and contract
parameters.Maintain a culture of open communication and risk
mitigation across all projects and operations.Cultivate and
maintain strong relationships with existing funders, philanthropic
and corporate sponsors, clients, consumers, and partners to ensure
their needs and expectations are met.Manage deliverables and
proactively monitor performance across the portfolio to ensure NCOA
meets or exceeds performance and outcomes for grants within the
portfolio and across CBA.Build and effectively manage matrixed
teams for portfolio projects.Proactively assess financial progress,
vulnerabilities, and risks to large programs. Identify weaknesses
and support development of contingency plans.Oversee subcontractors
across projects.Contribute to and support roll-out of preferred
operational practices across CBA staff.Participate in strategic
planning and visioning sessions and lead ad hoc strategic
efforts.Partner with the CBA leadership team to analyze market
trends and identify opportunities/threats. Develop plans to achieve
CBA's and NCOA's objectives related to its Equity Promise, revenue,
presence, social impact targets, and other key measures. Monitor
and ensure achievement of OKRs (objectives and key results) and
KPIs (key performance indicators).Lead and contribute to projects
within CBA and NCOA (e.g., Project Director, subject matter expert,
facilitator, team participant).Prepare and deliver executive
presentations to senior leadership teams within NCOA and at
external partners.Regularly report in an update Asana, Salesforce,
WizeHive and other internal and external reporting tools and
platforms. Provide quarterly dashboard updates and timely status on
accounts, opportunities and other growth initiatives, and ongoing
operations within CBA.Portfolio & CBA Financial Performance Attain
financial goals set for the portfolio and support financial goals
for CBA broadly. Collaborate with the CBA Senior Director and
NCOA's Finance Department to achieve financial goals for the Social
Safety Net Systems & Solutions portfolio while also actively
engaging in and supporting CBA's financial targets. Support
development of FY (Fiscal Year) budgets and tracking of performance
vs budget.Manage activities to meet or exceed quarterly top line,
net revenue, gross margin objectives.Support activities to meet or
exceed indirect spending and contribution margin objectives.Closely
monitor and forecast financial performance and to proactively take
steps to mitigate risks, right-size teams, or take other mitigation
steps when necessary.Embrace fiduciary responsibilities and model
behaviors that demonstrate the professional pursuit of NCOA's
long-term financial goals and health. Portfolio Business &
Partnership DevelopmentWork with the CBA Senior Director, NCOA's
Business Development team, and multiple other NCOA departments and
staff to achieve growth in revenue and diversification among
existing and across new funders, and enhance existing and cultivate
new partnerships, with emphasis on portfolio area goals and in
support of CBA- and NCOA- wide goals.Pursue portfolio area business
development that is aligned with and advances NCOA's mission and
CBA's strategic objectives.Attain yearly revenue goals for the
portfolio area and CBA.Develop, maintain, and encourage productive
relationships with funders and partners.Identify and leverage
existing relationships among staff in the portfolio area and the
leadership team within CBA and other NCOA departments to pursue
business development.Serve as primary liaison between CBA and
external parties as it relates to key portfolio area projects and
to pursue strategic opportunities.Lead and/or support proposal
efforts, grant writing, teaming, and strategic pricing.Lead
initiatives that drive long-term growth, including new initiatives,
pilots, and partnerships nationally and, at times, regional or
local areas. This includes developing new and enhancing existing
programs, products, and services that are (1) evidence-based or
guided by promising practices; (2) that show demonstrable impact on
target communities and populations; and (3) for which there is
sufficient evidence that the new or enhanced activity will add
revenue to and be sustainable within CBA's portfolio.Staff
DevelopmentCreate opportunities for portfolio area staff growth and
leadership pipeline strengthening.Supervise portfolio area staff,
maximize productivity, and identify and address performance
concerns in a timely manner.Work with the CBA leaders to coordinate
project staffing to maximize opportunities for full staff
utilization and career development.Mentor staff and provide
constructive feedback and guidance, which requires the Director to
identify, document, actively contribute to, and address
professional development goals, performance issues, areas for
growth and progress, toward development goals. The Director must
also identify projectsand opportunities and structure taskingto
provide opportunities for growth and professional development, and
coach on problem solving to address issues as needed.Objectively
identify top performers and work to provide new opportunities to
support retention.Identify internal and external candidates to
strengthen NCOA's leadership pipeline.Recruit and retain
mission-oriented staff to further develop a culture of purpose
across CBA and NCOA activities.Professional
Experience/Qualifications:Master's degree (e.g., MBA, MPP,
etc.)8-10 years of relevant work experience in social benefits
programs and management of programs for vulnerable and marginalized
populations such as low-income populations, and older adults as
well as work with moderate- and middle-income populations and BIPOC
populations. 5+ years' experience managing and leading federal and
state contracts; corporate grants, sponsorships, and contracts; and
collaborative efforts with external partners. Strong knowledge of
and experience with state and local health and human services
programs, program operations and understanding of agencies' program
improvement, administrative management and oversight, and
regulations. Strong understanding about various state and local
programs and policies across the country, including familiarity
with national and state policies that affect social safety net
systems and benefits (and the interplay between federal and state
entities in administering programs) is required. Knowledge base and
experience must include strong knowledge of Medicaid programs and,
ideally, also includes familiarity with programs such as Medicare,
SNAP, LIHEAP, LTSS, and other public benefits programs (see
BenefitsCheckUp for more examples).Experience managing budgets
coupled with financial acumen.Experience leading teams to execute
all aspects of transactions including planning, analysis, proposal
development, negotiation, execution, and integration.Proven ability
to work effectively across internal and external organizations,
including cross-functional, matrixed, and inter-organizational
teams. Experience defining, applying, and monitoring KPIs or
OKRs.Demonstrated experience analyzing markets, partners, and
competitors to develop 3-5-year growth strategies and plans.
Integrate strategy, operations, financial management, and revenue
growth tactics to prioritize and execute on highest-value
opportunities. Significant business development and project
management experience, including 3+ years' experience leading teams
to respond to RFP/RFI/RFQfor federal, state, and philanthropic
opportunities.Understanding of and demonstrable involvement in
grant writing and reporting.Experience in network and strategic
partner development and grassroots activation around a specific
cause.Ability to handle projects with multiple work streams, with
proven success over a wide variety of business opportunities.
Demonstrable ability to successfully solicit and obtain new sources
of funding from foundations, corporations, government agencies, and
other sources. Drive to identify and execute nontraditional
opportunities while moving quickly to garner "buy in" from key
stakeholders. Experience generating substantial new program ideas
with funding potential.Proven ability to define problems, collect
data, establish facts, and draw valid conclusions.Advanced oral and
written communication skills, including exceptional presentation,
public speaking, negotiation, and interpersonal skills. Executive
presence to clearly communicate compelling messages to senior
leaders and business partners. Proficiency in MS Office and
SharePoint, Salesforce, project management platforms, web-based
platforms, and other tools. Other Preferred
Qualifications:Demonstrable experience in health care, community
health related work, social determinants of health, etc. is highly
desirable.Demonstrable experience or familiarity with food security
