Responsibilities

Responsible for reviewing, applying lines of accounting, creating the Purchase Order (PO) within the Agency financial systems. This includes daily monitoring, retrieving documents, reviewing for fiscal validity, and communicating with budget analysts for clarification and/or correction. Validates all feeder systems and subsidiary ledgers for the current month have been close before month end processing begins; open subsequent month subsidiary ledgers. Develops, enhances, and supports reconciliation procedures or tools used to ensure general ledger accounts are accurate and the form and content is accurate; conduct routine analysis of account balances to ensure account balance relationships are accurate, track progress on transaction backlogs, identify and resolve abnormal balances.
Qualifications

The following qualifications are REQUIRED to be considered for this role:

  • An ACTIVE and CURRENT TS/SCI clearance with Counterintelligence (CI) polygraph
  • Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required
  • Bachelor's degree
  • Desire 3-5 years' experience in budget operations, and business/finance/economics -The following skills/knowledge/experience is preferred:
    • Knowledgeable of and demonstrates ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures.
    • Demonstrates ability to work semi-independently, adhering well to oversight and direction.
    • Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.
    • Demonstrates understanding of interpreting finance and/or acquisition data and documents to include, but not limited to, its meaning, importance, and implications.
    • Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
    • Demonstrates ability to produce timely, logical, and concise reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.
    • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally, with strong grammar skills.
    • Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information in consideration of Agency security and data protocols.
    • Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.
    • Demonstrates working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise.
    • Demonstrates understanding of financial capabilities and limitations, to include but not limited to, Intelligence community (IC) and Department of Defense (DoD) funding fiscal year yields, and Planning, Programming, Budgeting, and Execution (PPBE) processes.
