Job Description:
Grant Thornton is seeking an Associate to join its Finance
Transformation practice and take an active role in engagement
execution, project management and key business development
activities.
Grant Thornton's Public Sector helps executives and managers at all
levels of government maximize performance and efficiency in the
face of ever tightening budgets and increased demand for services.
Our public sector team members find solutions that help government
leaders with issues including acquisitions, financial management,
human capital, information technology and performance management in
federal, state, local and international governments.
Essential Duties:
Collaborate and work with stakeholders who are responsible for
reviewing existing obligations and recommending liquidation of
unneeded obligations to make them available for the agency
mission.
Assist in research of policies, regulations, accounting standards
and pronouncements to help resolve complex accounting issues,
questions, and findings.
Assist in developing SOPs to document business processes related
UDO/ULO monitoring and management, budget spending review and
analysis, trial balance/GL accounts reconciliation and analysis,
and project costing
Assist with the monthly accrual flag, expenditures, spending, trial
balance and other financial analysis of purchase orders,
expenditures, and GL accounts for the OIT appropriations and
resolution activities with Financial Services Center (FSC).
Support timely closeout of accounting data, as delays result in
increased audit risk and the inability to recover unused funds.
Support client to access, integrate, and report data from the
Budget Tracking Tool (BTT), Automated UDO SharePoint Tool,
Corporate Data Warehouse (CDW), Financial Management System (FMS),
Integrated Funds Distribution Control Point Activity Accounting &
Procurement (IFCAP), Report System Distribution (RSD), Forecast of
Opportunities and Requirements Center of Excellence (FORCE), and
Financial Reports System (FRS).
Support the client contractor team to develop and sustain an
oversight function that promotes continuous improvement,
characterized by promoting rigorous monitoring, insightful
reporting to management, root cause identification, and analysis
necessary to address and prevent auditor findings.
Provide recommendation and improvements on UDO/ULO Tracker
Tool.
Reaffirm strategy and program objectives towards minimizing
obligations.
Assist in developing and documenting standardized accounting
metrics to support the strategy and program objectives.
Accelerate automation and analytics reporting capabilities to
enable the organization to reallocate dollars to other priority
initiatives.
Qualifications:
Required:
Bachelor's degree in Accounting or Financial Management
Knowledge of MS Office products, including MS Word, Excel,
PowerPoint, and Power BI
Preferred:
Financial management experience supporting Federal Government
Experience with obligation transactions
Ability to manage tasks/requests of varying sizes, and balance
multiple priorities
Experience designing metrics and performance improvement for
UDO/ULO management and operations
Strong written/verbal communications skills
