Description:Overview: IVA'AL Solutions, LLC is seeking highly
skilled Project Business Analyst III to provide services on a
contract supporting DHS CISA Joint Cyber Defense Collaborative
(JCDC).The ideal candidate will have excellent problem-solving and
communications skills as well as previous work history supporting
the development of detailed plans for the conduct or support of the
applicable range of cyber operations through collaboration with
other planners, operators and/or analysts. This position requires a
positive attitude, strong organizational skills, a drive to focus
and produce results, and the ability to lead a team to meet
objectives and foster strong customer relationships in a complex
environment. This is a full-time salaried position with
compensation based on experience and overall strength of the

Project Business Analyst III will perform among a talented and
technically accomplished group of colleagues. On this contract, our
team will support the U.S. Government agency across the following
activities:(1) Create strategies, processes, procedures,
capabilities, and tools to develop, implement and mature the JCDC
Planning Office by spearheading collaboration across federal
departments and agencies and the private sector plans for cyber
defense operations. (2) Enable information sharing, coordination,
and creation of pre-positioned resources and playbooks necessary to
streamline a coordinated protection, detection and/or response
activities in lockstep with among the federal government, private
sector, and SLTT.(3) Collaborate the development of additional
plans for offensive and intelligence activities in support of cyber
defense operations, bringing federal civilian and defense agencies
together with the private sector to collaborate on intelligence
development and defensive
measures.Requirements:Qualifications:Clearance: Top Secret /
SCICitizenship: Must be a U.S. Citizen. Education: Bachelor's
Degree preferredMinimum of 8 years of experience in developing and
improving business processes for government or private sector
organizations. Excellent organizational skills, attention to
detail, and sound skills in written and oral communication is a
must.Preferred: Experience working in IT and cybersecurity
environments in U.S. Government agencies or critical infrastructure
entities.Core Duties:Support the JCDC Planning Office in
Developing, maintaining, and implementing JCDC Planning Office-wide
program management policies, procedures, processes, templates, and
other documents.Develop and implement, at CISA's direction, a
framework for the planning, execution, and prioritization of the
JCDC Planning Office's cyber operations resources and
capabilities.Provide process improvement support across JCDC
Planning Office functions, to include:Identifying, analyzing, and
developing improvements to business processes and
methods.Documenting process improvement recommendations including
as is and to be process documentation, and briefing recommendations
to JCDC and CSD management.Facilitate implementation of management
approved processes.Develop process work products: process
descriptions, guidelines, templates, checklists to facilitate
process compliance.Provide group facilitation and training for new
implemented processes.Continuously refine processes to meet ongoing
organizational and business goals.Conduct ongoing organizational
lessons learned to identify and document project and process
successes and potential improvements.Review and consolidate
comments provided by management and staff based on internal and
external documents reviews. Review for content, clarity, and
grammatical accuracy.Assist with developing workflow documentation
(e.g., standard operating procedures, work instructions).Support
the development and maintenance of knowledge management principles
and processes.Establish and maintain an effective structure for
information management and sharing with appropriate stakeholders
via agency provided and/or authorized sharing mechanisms which
currently include Intelink, SharePoint, Teams, and
Confluence/Maestro.Establish and maintain an effective internal
branch information sharing and management structure within branch
file shares.Build processes and SOPs for information management
through SharePoint and organizational file shares.Maintain branch
information management SOPs and PoliciesCreate, update, and manage
various scheduling tools across the numerous JCDC planning office
activity groups to ensure all teams are aligned for cyber incident
awareness.Support workforce management and resource planning:Assist
the development of organizational structures, staffing plans,
position descriptions, hiring and professional development
strategies in accordance with the National Initiative for
Cybersecurity Education's (NICE) Workforce Framework for
Cybersecurity, support JCDC Planning Office workforce
planning.Assist in mapping statutory, policy and organizational
requirements to ensure appropriate allocation of staff and
resources.Assist with developing JCDC Planning Office metrics and
quality assurance by providing the following:Perform quality
assurance of documents and other organizational materials.Perform
analysis, development and review of program administrative
operating plans and procedures.Develop, track, and maintain metrics
for Government pilots, and operational planning efforts.Assist with
the formulation and coordination and provide input for formal and
informal taskers, including but not limited to:Congressional
Q&A; Media inquiries and talking points; GAO audits; Leadership
briefings; Testimony messaging/content; and Legislative reviews.EOE
